Türk dış politikasında insani diplomasi ve Suriyeli sığınmacıların Türkiye algısı: Gaziantep ili örneği

Özet
Devletlerin dış politika araçlarının çeşitlenmesi ve toplumsal bazda etkisinin güçlendirilmesi çerçevesinde önemli bir rol oynamaya başlayan insani diplomasi faaliyetleri 21. yüzyılın başından itibaren Türk dış politikası vizyonunun öne çıkan unsurlarından birini teşkil etmeye başlamıştır. Suriye'de 2011 yılı ertesinde başlayan politik karışıklığa cevaben, Türkiye çok boyutlu proaktif dış politikası çerçevesinde söz konusu ülkeye yönelik insani diplomasi faaliyetlerini yoğunlaştırmıştır. Bu çalışmada, Türkiye’nin Suriyelilere yönelik olarak gerçekleştirdiği insani diplomasi faaliyetlerinin içeriği ve Suriyelilerin Türkiye algısı araştırma konusu olarak irdelenmiştir. Araştırma kapsamında insani diplomasi faaliyetleri ağırlıklı olarak birincil dönem faaliyetleri içerisinde yer alan insani yardımlar kapsamında ele alınmıştır. Örneklem seçiminde elverişli örneklem seçim yöntemi kullanılarak Gaziantep Nizip Geçici Barınma Merkezi içinde ve dışında olmak üzere insani yardım alan toplam 384 kişiye konuyla ilgili sorular yöneltilmiştir. Elde edilen bulgular insani diplomasi çerçevesinde gerçekleştirilen insani yardımların Suriyeli sığınmacıların Türkiye’ye ilişkin algıları üzerinde olumlu etkiye sahip olduğunu göstermiştir.
Since the beginning of the twenty-first century, the humanitarian diplomacy activities, which have started to play an important role in the scope of the diversification of the foreign policy instruments and strengthening of their social impact, have begun to constitute a distinguishing element of Turkish foreign policy vision. In response to the post-2011 political turmoil, Turkey has intensified its humanitarian diplomacy activities towards Syria within the scope of its multidimensional proactive foreign policy. In this study, the content of Turkey's humanitarian activities with respect to Syrians and the perceptions of Syrians toward Turkey were examined. Humanitarian diplomacy activities are discussed at greater length under the framework of humanitarian aid within the scope of primary period activities. In the sample selection of the study, 384 people who received humanitarian aid both within and outside of the Gaziantep Nizip Temporary Protection Centre were asked questions about the subject by using convenience sampling method. The findings illustrated that the humanitarian aids which are delivered to Syrians within the framework of humanitarian diplomacy.have generated positive impact on Syrians perceptions of Turkey.
