Özet
Hazırlanan tez kapsamında belirlenecek olan ihale ve sözleşme yönetim modeli ile toplu ulaşım hizmetinin sunumundan sorumlu otorite ve operatör arasındaki ilişkilerin belirlenmesi, hizmetin sağlanmasından sorumlu otorite ile hizmeti sunmaya istekli tarafların karşılıklı görev, sorumluluk ve yetki alanlarının belirlendiği sözleşme tipinin ortaya konması amaçlanmaktadır. İstanbul toplu ulaşım sistemi yapısını göz önünde tutarak, yapılan literatür çalışmaları ve iyi uygulamaların incelenmesi sonucunda otorite ile operatör arasındaki ilişki düzeyini belirleyen sözleşme modeli olarak kalite teşvikli brüt maliyet anlaşmasının uygulanması gerektiği ortaya konmuştur.
It is aimed to determine the relations between the authority and operator responsible for the provision of public transportation service and the contract type in which mutual authority, responsibility and authority areas of the authority and the parties willing to provide the service are determined. Considering the Istanbul public transportation system structure, the literature studies and examining the good practices revealed that the quality-incentive gross cost agreement should be applied as a contract model that determines the level of the relationship between authority and operator.
