Özet
Sinema Batı’da ortaya çıkmasından kısa süre sonra Osmanlı coğrafyasına girmiştir. Bazı sınırlamalar getirmekle birlikte Osmanlı Devleti sinemaya karşı kategorik yasakçı bir tavır sergilememiştir. Osmanlı toplumunda sinemanın yaygınlık kazanmasıyla birlikte sinema hakkında genel hukukî düzenleme yapılması ihtiyacı doğmuştur. Bu arada hükümet, film gösterimleri hakkında bireysel başvurulara ve taleplere bazı çözümler öngörmüştür. Sinemaya ilişkin genel hukukî düzenleme çalışmaları yapılmakla birlikte, Osmanlı Döneminde bu çalışmaların yürürlüğe giremediği görülmektedir.
Cinema entered the Ottoman geography shortly after its emergence in the West. Although there were some limitations, the Ottoman Empire did not have a categorical prohibition against cinema. With the widespread use of cinema in the Ottoman society, there was a need for a general legal regulation about the cinema. In the meantime, the government has envisaged some solutions to individual applications and demands on film screenings. Although the general legal arrangements related to cinema are carried out, it can be seen that these studies could not enter into force in the Ottoman period.
