Dijital çağda iletişim teknolojilerindeki hızlı gelişmeler, siyasal iletişim alanında köklü değişimlere yol açmıştır. Sosyal medya platformları, siyasi aktörlerin ve kurumların mesajlarını geniş kitlelere hızlı ve doğrudan iletmelerine olanak tanırken, kriz dönemlerinde kriz iletişiminin dinamiklerini kökten değiştirmektedir. Bu çalışma, sosyal medyanın kriz iletişimindeki rolünü ve siyasal iletişim süreçlerine etkilerini incelemeyi amaçlamaktadır. Bu bağlamda, Ulaştırma ve Altyapı Bakanı Abdulkadir Uraloğlu'nun Instagram erişim kısıtlaması sürecinde X (Twitter) platformunda sürece dair açıklamaları içerik analizi yöntemi kullanılarak, kriz iletişim stratejileri değerlendirilmiştir. Araştırma kapsamında, 2-10 Ağustos 2024 tarihleri arasında Bakan Uraloğlu'nun X platformunda paylaştığı 10 adet tweet incelenmiştir. İçerik analizi için oluşturulan kodlama çerçevesi, mesajın teması, duygu durumu, kullanılan dil, hedef kitle, etkileşim türü ve kriz yönetimi stratejileri gibi kategorileri içermektedir. Bu sayede paylaşımların tematik ve duygusal özellikleri, iletişim stratejileri ve hedef kitleye ulaşma düzeyi analiz edilmiştir. Paylaşımlarda bilgilendirme, savunma, çözüm arayışı, uyarı ve iş birliği çağrısı gibi kriz iletişim stratejilerinin sıklıkla kullanıldığı tespit edilmiştir.
In the digital age, rapid advancements in communication technologies have instigated profound transformations in the realm of political communication. Social media platforms enable political actors and institutions to convey their messages to large audiences swiftly and directly, thereby fundamentally altering communication dynamics, particularly during crises. This study aims to examine the role of social media in crisis communication and its implications for political communication processes. Specifically, it conducts a content analysis of the statements made by Türkiye's Minister of Transport and Infrastructure, Abdulkadir Uraloğlu, on the X (Twitter) platform during the period of Instagram access restrictions, evaluating crisis communication strategies employed in this context. Crisis communication is a strategic process aimed at enabling institutions and governments to effectively communicate with the public during unexpected and adverse events, thereby mitigating the impacts of crises. Ensuring the flow of information during crises is of critical importance. While traditional media can provide information in crisis situations, social media accelerates this process and enhances interaction. Social media offers the ability to receive immediate feedback, gauge public emotional responses, and dynamically revise communication strategies, thus augmenting the efficacy of crisis management. In this context, the role of social media in crisis communication becomes particularly pronounced. Social media platforms allow political actors and institutions to communicate rapidly and effectively with the public during crises. The primary objectives of this study are to analyze the integration of social media into political communication processes and the changes brought about by this integration, as well as to identify the advantages and disadvantages offered by social media. This research encompasses an analysis of ten tweets shared by Minister Uraloğlu on the X platform from August 2 to August 10, 2024. Utilizing content analysis methodology, the thematic and emotional characteristics, communication strategies, and audience engagement levels of these posts have been meticulously examined. The coding framework includes categories such as message theme, emotional tone, language used, target audience, type of engagement, and crisis management strategies. Through this approach, the functions of the minister's social media posts within the realm of crisis communication are explored in detail. The findings indicate that social media serves as an effective tool in crisis communication and is deeply integrated into political communication processes. Minister Uraloğlu's posts frequently employed crisis communication strategies, including information dissemination, defense, seeking solutions, warnings, and calls for collaboration. Social media provides significant advantages during crises, including rapid information flow, extensive reach, and enhanced interaction; however, it also poses risks associated with misinformation and disinformation. In this context, the impact of social media on crisis communication extends beyond the speed of information dissemination to play a decisive role in shaping public perception. The communication strategies evident in Minister Uraloğlu’s posts, characterized by the use of formal and clear language, regular public updates, and a solution-oriented approach, have enhanced the effectiveness of crisis management. Furthermore, social media interactions have reinforced public trust and provided a calming function during crises. For instance, the minister's clear and direct messages concerning crisis situations alleviate feelings of uncertainty and bolster public confidence. Additionally, the interactions facilitated through social media provide significant advantages in understanding public expectations and responding accordingly. Crisis communication strategies can vary based on contextual factors. The informative messages featured in Uraloğlu's posts supply essential information that the public requires during crises. Simultaneously, such posts are pivotal for managing public perception. For example, the solutions proposed by the minister regarding the crisis reinforce societal trust while meeting public expectations. The advantages of social media in crisis communication stem from its capacity for rapid information dissemination, broad audience reach, and interactive capabilities. However, the use of social media also presents certain drawbacks. The risks of misinformation and disinformation rank among the most significant threats during crises. Consequently, political actors and institutions must develop strategies to effectively navigate these challenges while leveraging social media platforms. The effective use of social media in crisis communication processes can directly influence public trust and reputation management while facilitating emotional regulation during crises. Among the advantages of social media is the ability to obtain instantaneous public opinions and provide feedback based on those perspectives. The interactions within Minister Uraloğlu's posts serve as a valuable resource for gauging public sentiments and thoughts. Nonetheless, the potential for misinformation and disinformation casts a shadow over the efficacy of social media. Therefore, the accuracy of posts made during crises critically influences public trust, complicating crisis management efforts. In conclusion, social media has become an indispensable component of crisis communication. Minister Uraloğlu’s social media posts have played a significant role in managing the crisis and contributing to public awareness. In this regard, it is essential for political actors and institutions to optimally harness the opportunities presented by social media while developing effective strategies to address encountered challenges. Particularly, there is a need to formulate strategic recommendations for countering the spread of disinformation and social media manipulation, alongside evaluating the feasibility of implementing these recommendations.
