Özet
Elinizdeki çalışma, polisin uluslararası ilişkilerde bir aktör olarak ortaya çıkışını, BM Polis Teşkilatı’nı referans almak suretiyle incelemek niyetindedir. Bu doğrultuda, ilk olarak, Soğuk Savaş sonrası dönüşen güvenlik anlayışına odaklanmaktadır. Bu süreçte devletler arası savaş yerini devlet içi çatışmalara bırakmıştır. İkinci olarak, söz konusu devlet içi çatışmalarda kolluk ve asayişi anahtar görev kılan kamu düzenin gerçekleştirilmesi merkezi bir önem kazanmıştır. Tüm bu gelişmelerin bir sonucu olarak barış koruma operasyonlarının sayısı artmış ve bu operasyonlarda polis merkezi bir konuma yerleşmiştir. Polisin uluslararasılaşması, BM Polis Teşkilatı bünyesinde polis sayısında yaşanan artışı, misyonlarda görev yapan polislerin çoğalan ve çeşitlenen yetkilerini ve son olarak BM Polis Teşkilatı’nın örgütsel genişlemesini odağına almak suretiyle analiz edilecektir. Son olarak, çalışma, uluslararası polisliğin geleceğine dair sorunları ortaya koymaktadır.
This work aims at analyzing the emergence of police as an actor in international relations with reference to the development of United Nations Police. In the aftermath of the Cold War, the governance of security started to be changed. In the first place, the end of the Cold War has opened a new period of intra state wars instead of inter-state wars. Second, in the aftermath of these intra state conflicts the establishment of order which makes law enforcement a key function has become crucial. Consequently, we witnessed the rise of peacekeeping operations and the emergence of the UN police as a key actor within these operations. Within this context, this work will examine the rising number of police personnel deployed, the deepening of police functions within these operations, and the organizational enlargement of the UNPOL as crucial elements demonstrating the rise of police as an international actor. Finally, the article puts forward future problems of international policing to stimulate further research in this field.
