Özet
Maastricht Anlaşması parasal ve mali disiplin sağlanması için çeşitli kriterler kabul etmiştir. Mali disipline dönük kriterler bütçe açığı ve borçlanma kriteridir. Bu kriterlerin gelişimi izlendiğinde son yıllarda mali disiplinin sağlanamadığı görülmektedir. Euro Bölgesi ekonomilerinde tek para politikasına karşın çok başlı maliye politikası uygulaması bozulan mali disiplinin yeniden tesisi üzerinde olumsuz bir etki yapmaktadır. Bu durumda kriz önlenemediği gibi giderek derinleşmektedir. Mali disiplin olmaksızın para politikasının tek başına etkili olması mümkün değildir. Mali disiplin sağlanması konusunda atılacak adımlar krizin sona ermesinde belirleyici olacaktır.
Maastricht Treaty accepts some criteria for securing fiscal and monetary discipline. Fiscal discipline criteria consist of budget deficit and public borrowing criteria. On monitoring these criteria it is obvious that fiscal discipline is not provided in recent years. There is one monetary policy but lots of fiscal policies at EU. This effects efforts that aim re-constituting fiscal discipline negatively. So economic crisis increases. Monetary policy can not be effective without fiscal policy. For ending crisis providing fiscal discipline is crucial.
