| dc.description.abstract | Gelişen ve dijitalleşen dünyamızda ülkeler ve kamu kurumları tarafından vatandaşların ihtiyaçlarını ve beklentilerini karşılamak amacıyla yeni yatırım ve hizmetler, çeşitli yöntemler ve modeller ile sağlanmaktadır. Ülkemizde kamu alımlarının gerçekleştirilmesinde kullanılan ihale yöntemi, 4734 sayılı Kamu İhale Kanununun yürürlüğe girmesiyle birlikte bu kanun kapsamında gerçekleştirilmektedir. Özellikle yatırım ve hizmet projelerine finansman sağlaması açısından sıklıkla kullanılan modellerden birisi yap işlet devret modelidir. Ulaşım altyapılarının gerçekleştirilmesi konusunda yap işlet devret modeline duyulan ilgi gün geçtikçe artmaktadır. Bu çalışmada; ulaşım altyapılarının tedarik yöntemleri genel hatlarıyla incelenmiş, özelde ise Türkiye’de kamu kaynaklarıyla yapılan ihale yöntemi ile yap işlet devret modeli karşılaştırılıp sonuç ve önerilerde bulunulmuştur. | en_US |
| dc.description.abstract | In our developing and digitalizing world, new investments and services are provided by various methods and models by countries and public institutions in order to meet the needs and expectations of citizens. The tender method used in the realization of public procurements in our country is carried out within the scope of this law with the enactment of the Public Procurement Law No. 4734. One of the most frequently used models, especially in terms of financing investment and service projects, is the build operate transfer model. The interest in the build operate transfer model in the realization of transportation infrastructures is increasing day by day. In this study; the procurement methods of transportation infrastructures were examined in general terms, and in particular, the tender method made with public resources in Turkey and the build operate transfer model were compared and conclusions and suggestions were made. | en_US |
