| dc.description.abstract | Kurumsal yönetişim kavramı kamu yönetimlerinde yirmi beş yıl öncesine kadar kullanılmamaktaydı. Yurttaşların memnuniyet seviyeleriyle kamunun sunmuş olduğu hizmetlerin kalitesinin yükseltilmesinin amaçlandığı yönetim sistemlerinin tümümü ifade edebilen kurumsal yönetişime dair temel ilkelerin bağlantılı olarak iletişimi söz konusudur.Ülkemize baktığımızda yerel yönetişim araçları olarak halk kurultayları, günleri, proje demokrasisi, semt danışma merkezleri, e-belediyecilik, kamuoyu araştırması, yerel gündem başta olmak üzere yirmi program bulunmaktadır. Kurumsal yönetişimin günümüzde ön plana çıkan uygulama aracı ise kent konseyleridir.İki binli yıllara gelindiğinde demokrasi bakımından oldukça önemli konumda bulunan belediyelerin problemlerinin çözümü bakımından, kurumsal yönetişim mevzuatı hakkında araştırmalar yapılmıştır.Ülkemizde bulunan belediyelerin problemlerini kurumsal yapılarını sağlamlaştırmak ve kurumsal yönetişime ait olan ilkeler yardımıyla sorunlarını çözmeleri bakımından her ne kadar doğrulama yapılamamış olsa da; belediyeler kurumsal yönetişim olarak kent konseyleri, mevzuat ile de aldığı destek ile uygulama aracı olarak tercih edilmiştir.Çalışma üç bölümden oluşmakla beraber ilk bölümünde kurumsal yönetişime dair kavramlar, ilkeler, rapor ve yasaları, sistemleri ve önem kazanmasının nedenleri tanımlandığı ikinci bölümde Türkiye’de belediyeler ve kurumsal yönetişime dair süreçler ayrıntılı olarak ele alınarak ardından üçüncü ve son bölümde belediye yönetimlerinin sorunlarına kurumsal yönetişim uygulamaları doğrultusunda çözüm önerilerine dair ayrıntılar ve bilgilendirmeler ile sorun ve çözüm önerilerinin sunumu gerçekleştirilmiştir.Sonuç olarak, belediyeler farklı kavramlara ihtiyaç duymadan, güvenilir, hukuk çerçevesi kapsamında her türlü sorunların çözümü belediyelere ait yönetimlerce mümkün kılınmalıdır.Anahtar Kelimeler: Belediye, Kurumsal Yönetişim, Yönetişim, Kamu Yönetişimi Reformları, Kurumsal Yönetişim Uygulamaları | en_US |
| dc.description.abstract | The concept of corporate governance was not used in public administrations until twenty-five years ago. There is communication in connection with the basic principles of corporate governance, which can express all of the management systems aimed at increasing the satisfaction levels of the citizens and the quality of the services provided by the public.When we look at our country, there are twenty programs, mainly people's congresses, days, project democracy, neighborhood consultation centers, e-municipality, public opinion research, and local agenda as local governance tools. The most prominent application tool of corporate governance today is city councils.In the 2000s, researches were conducted on corporate governance legislation in order to solve the problems of municipalities, which were in a very important position in terms of democracy.Although the verification could not be made in terms of resolving the problems of the municipalities in our country with the help of the principles of corporate governance and strengthening their institutional structures; municipalities have been preferred as a means of implementation with the support of city councils as corporate governance and legislation.Although the study consists of three parts, in the first part, the concepts, principles, reports and laws, systems and the reasons for corporate governance are defined, in the second part, the processes of municipalities and corporate governance in Turkey are discussed in detail, and then in the third and last part, corporate governance applications to the problems of municipal administrations. In line with this, the details and information on the solution proposals and the presentation of the problem and solution proposals were made.As a result, municipalities should be able to solve all kinds of problems within the framework of the law, without the need for different concepts, by the administrations belonging to the municipalities.Keywords: Municipality, Corporate Governance, Governance, Public Governance Reforms, Corporate Governance Practices | en_US |
