Özet
Aile kurumu, bireyin hayatında önemli bir role sahip olması nedeniyle işlevleri, yapısal nitelikleri ve kendi içerisindeki ilişkileri gibi konularda farklı disiplinler tarafından sıkça incelenmiştir. Aile, bireyi ve toplumu etkileyen bir kurum olduğu gibi aynı zamanda birey ve toplumdan da etkilenen bir sosyal kurumdur. Toplumsal değişimle birlikte ailenin yapı ve fonksiyonlarında değişimler meydana gelmiştir. Zaman içerisinde gerçekleşen her türlü değişim ve dönüşümün izlerine aile kurumunda rastlamak mümkündür. Bu değişim ve dönüşümler aile üzerinde kimi zaman olumlu kimi zaman olumsuz, bazı durumlarda da hem olumlu hem olumsuz etkilere yol açmıştır. Bu nedenle bu alanda çalışmalar yapmak fazlasıyla önem arz etmektedir. Aile kuramı kültürden, tarihten, dinden ve içinde bulunduğu toplumun ona yüklediği anlamdan etkilendiği kadar, sosyal politikalardan, ülkenin ekonomik düzeyinden ve devlet ideolojisinden de etkilenmektedir. Bu kurum tüm toplumlar için her zaman önemli kabul edilmiştir. Her bir ülke için farklı dönemlerde aile, sosyal politikalar alanında gündeme gelmiş ve bu alanda çalışmalar yapılmıştır. Bu araştırmada Türkiye'de 2003-2019 yılları arasında gerçekleştirilen aile politikalarının yıllara göre gösterdikleri değişimi anlamak adına tarihsel araştırma yöntemi kullanılarak eleştirel bir bakışla incelenmesi amaçlanmıştır. Aile politikalarını değerlendirmek amacıyla hazırlanan bu çalışmada; Adalet ve Kalkınma Partisi döneminde uygulanan aile politikalarının toplumsal değişim ile ilişkisi, politikaların genel özellikleri, tarihsel süreç içerisindeki farklılıkları ve sosyal politikalardaki yeri değerlendirilmiştir. Araştırma için tarihsel araştırma yöntemi tercih edilmiştir. Bunun için; yıllık faaliyet raporları, resmi gazete ilanları, kanunlar, kanun hükmünde kararnameler, yönetmelikler ve bu alanda daha önce yapılmış akademik çalışmalar belirlenmiştir.
The family institution has frequently examined by different disciplines in subjects such as their functions, structural qualities, and their relationships within themselves since it has a significant role in the life of the individual. Family is an institution that affects the individual and the society, as well as a social institution that is also affected by the individual and the society. With the social change, the structure and functions of the family have also changed. It is possible to find traces of all kinds of changes and transformations in time in the family institution. These changes and transformations have caused positive, negative, and both positive and negative effects on the family. Therefore, it is exceptionally crucial to research in this field. Family theory is influenced not only by culture, history, religion, and the meaning imposed by the society in which it lives, but also by social policies, the economic level of the country, and the state ideology. The family institution has always considered as a significant institution for all societies. In different periods for each country, the family has been brought to the agenda in the field of social policies, and studies have been carried out in this field. In this study, the aim is to show how social policies have changed between the years 2013-2019, and to achieve this goal; historical research analysis has performed to examine the period critically. In this study, which has prepared to evaluate family policies, the relationship between family policies and social change implemented during the Justice and Development Party period, the general characteristics of the policies, their differences in the historical process, and their place in social policies has evaluated. The method determined for this research is historical research analysis. To conduct historical research analysis, annual activity reports, official newspaper announcements, laws, decree-laws, regulations, and previous academic studies in this field have analyzed.
