Abstract
Bu çalışmanın amacı Türkiye Cumhuriyeti’nin kuruluşunun ardından iktisadi olarak gelişmesi ve kalkınması amacıyla uygulamaya konulan Sanayi Planlarının ve Kalkınma Planlarının incelenerek, ekonomiye olan etkilerinin araştırılmasıdır. Literatür taraması sonucunda 1960 yılında Devlet Planlama Teşkilatının kurulmasından önceki süreçte dünya konjonktüründeki yaşanan krizler ve savaşlar nedeniyle planlı ekonomiye geçme çabalarının başarısızlıkla sonuçlandığı ve uygulamaya çalışılan Sanayi Planlarının hedeflerine ulaşamadığı anlaşılmaktadır. 1963-1967 yıllarını kapsayan Birinci Beş Yıllık Kalkınma Planı ile planlı ekonomiye geçildiği ve 1967-1972 yılları arasında İkinci Beş Yıllık Kalkınma Planının, 1973-1977 yılları arasında da Üçüncü Beş Yıllık Kalkınma Planının uygulandığı görülmektedir. Uygulanan ilk üç plan ile yüksek kalkınma hızının hedeflendiği ve sanayiye dayalı büyümenin temel amaç olarak kabul edildiği anlaşılmaktadır.
The purpose of this study is to investigate the impacts of Industrial Plans and Development Plans put into practice after the establishment of the Republic of Turkey and investigating their effects on the economy in order to improve and develop economically. As a result of the literature review, it is understood that the efforts to switch to the planned economy have failed due to the crises and wars in the world conjuncture in the period prior to the establishment of the State Planning Organization in 1960, and the Industrial Plans that were tried to implement did not reach their goals. It is seen that with the First Five-Year Development Plan covering the years 1963-1967, the economy was planned and the Second Five-Year Development Plan was implemented between 1967-1972 and the Third Five-Year Development Plan was implemented between 1973-1977. It is understood that with the first three plans implemented, high development rate is targeted and industrial growth is accepted as the main goal.
