Özet
The increasing demand for shelter in parallel with the developments in the urban settlement areas has different responses in the context of socio-economic structure of the society. The concepts of shanty and shared parcels have emerged depending on the housing demands mentioned. Slums; It was built on land and land that was not owned by them (mostly under the rule and disposition of the state). Share parcel areas; large fields and plots were divided into a large number of shares and sold without formal registration. Both in slum and share parcel areas; structures have not undergone public inspection, there is no zoning plan or contrary to the central plan. In both cases, neighborhoods are regions with low quality of life, lacking socialcultural- technical infrastructure. The Law on Slums, Zoning Amnesty Law, urban transformation, zoning peace laws, settlement areas have been developed with the aim of achieving planned development and improving environmental conditions. The relevant laws have partly provided solutions to settlement problems. On the other hand, the law applications brought along other problems. The aim of the study is to mention the reasons of the illegal construction demands and the law applications issued for the purpose of sanitation and to focus on the means of implementation. Problems are discussed with cause and effect relationships. Laws should include provisions that allow for the creation of sufficient land reserves to facilitate healthy living environments and facilitate plan implementation. Laws and means of implementation are addressed in this context.
