Uluslararası ticarette ticari diplomasinin önemi: Türkiye'nin körfez ülkeleriyle ticari diplomasisi üzerine bir araştırma

Özet
Ticari diplomasi, uluslararası ilişkiler ve uluslararası ekonomi arasında yer alan ve disiplinler arası bir kavram olarak karşımıza çıkar. Ancak, yirminci yüzyılın ikinci çeyreğinde ortaya çıkması nedeniyle, henüz net bir teorisi oluşmamıştır. Literatürde yer alan sınırlı çalışmalarda ticari diplomasi tanımlamaları yazardan yazara farklılık göstermekle birlikte, ticari diplomasinin, kamu ve sivil toplum kuruluşları ile özel sektör aracılığıyla ortaklık çerçevesinde veya ayrı ayrı kendi ülkesinin uluslararası ticaretin gelişmesine katkı sağlayan siyasi, kültürel ve tanıtıcı faaliyetlerden oluştuğu ve dolayısıyla aynı amaca hizmet ettiği belirtilmektedir. Bu bağlamda, araştırmanın genel amacı, ticari diplomasi teorisine katkı sağlamak ve bu kavramın uluslararası ticaret açısından önemini vurgulamaktır. Ayrıca, Türkiye'nin Körfez ülkeleriyle olan ticari diplomasisi çerçevesinde kamu ve özel sektör faaliyetlerinin uluslararası ticaretin artmasındaki etkililiği derinlemesine mülakat yöntemiyle analiz edilmiştir. Bu ülkelerle çalışmış Türkiye'nin hem kamu çalışanları hem de özel sektör şirket yetkililerinden uzman toplam 12 katılımcı ile analiz gerçekleştirilmiştir. Yapılan görüşmelerin sonuçları, literatürde bahsedilen ampirik çalışmaları destekleyerek, ticari diplomasi faaliyetlerinin uluslararası ticaret için büyük önem taşıdığı tespit edilmiştir. Ayrıca, söz konusu katılımcıların tecrübeleri ışığında, Türkiye'nin ticari diplomasisinin geliştirilmesine ilişkin öneriler sunulmuştur.
Commercial diplomacy, which is an interdisciplinary concept situated between international relations and international economics, is thought to lack a clear theory due to its emergence in the second quarter of the twentieth century. Although the definitions of commercial diplomacy differ from author to author in the limited studies in the literature, it is stated that commercial diplomacy consists of political, cultural and promotional activities that contribute to the development of international trade of their own country within the framework of partnership or separately through public and non-governmental organizations and the private sector, therefore it serves the same purpose. In this context, the general aim of the research is to contribute to the theory of commercial diplomacy and to emphasize the importance of this concept for international trade. Additionally, the effectiveness of public and private sector activities in Turkey's commercial diplomacy with Gulf countries has been analyzed in depth through interview method. A total of 12 experts, including both public sector employees and private sector company officials who have worked with these countries, participated in the analysis. The results of the interviews supported the empirical studies mentioned in the literature, and it was determined that commercial diplomacy activities are of great importance for international trade. In addition, in the light of the experiences of the participants in question, suggestions for the development of Turkey's commercial diplomacy were presented.
