Today media, especially television, is in a position of cultural producer and a means of communication where it is so important that it cannot be separated from the concept of culture. No doubt nations who wish to introduce, propagate or infuse their culture to their citizens or to the world are taking advantage of the power the television has. The inclination of enterprises reaching international levels has become high with the development of globalization. Especially the enterprises in the developed countries has widened their business toward the international markets. The world has become like a global city due to the swift increased seen in the contemporary communication technology. This has taken out the barrier of distance between different societies where this rapprochement brought about intercultural communication and interaction. The economic and political alteration seen in recent years has ease the way of rapprochement for the enterprises in Turkey within the domestic market and the exterritorial market as well. With these new developments, Turkey is advancing rapidly towards becoming a significant element of power in the region. In Turkey's policies toward opening its culture to the outside world television has become an important mass communication tool that is widely used in international interactions. This has contributed to its recognition in the international arena. In line with these developments especially when examined from the perspective of "soft power", Turkish series, which serve as a corner stone of Turkey's opening to the outside world, has brought about respect, sympathy and trade opportunities for Turkey in the global market. This has provided a platform for Turkey to increase its collaboration worldwide and create international multi-dialogue mechanisms which as a result eradicate the negative perception the neighboring countries have for Turkey (Nuroğlu 2013:5). In line with these developments, the positive impact of Turkish series, which became popular in Azerbaijan, is considerably high. It could be said that Turkish economic dynamism in the series sector has become a focus of attraction for the people of Azerbaijan and therefore has turned into an element of soft power. In this regard Turkey has the chance of using its card to strive considering it has a successful past of at least 10 years of experience. However, when looking at the content of the series, it is clear that the producers have no purpose or concern for the conveyance and propagation of the Turkish culture, and the main purpose is rather towards high profit. Another point that is important and needs to be emphasized is that it can cause different and justified reactions of political powers in the countries where the series that are exported are both commercial and free from cultural qualities. Many Turkish series are being watched in Azerbaijan, which considers Turkey a sister country, where relations between the two countries are gaining momentum especially in recent years, and which is another part of "two states - one nation" success. In this research, a questionnaire was applied to the citizens of Azerbaijan in the cities of Baku, Salyan and Shamkir and the effects of Turkish TV series on Azerbaijani culture and their contribution to the spread of Turkish were tested. As a result of the research conducted on the basis of the Survey data collection tool, important findings have been reached. In the study carried out in Azerbaijan, it was revealed that the Turkish series were watched predominantly. The selection of universities for the research generally resulted in the participants being predominantly in the 18-41 age range. Besides, considering that the majority of the participants participating in the survey are studying at the university, it can be said that the majority of the people who watch the series consist of people in the above mentioned age group. The language used by Azerbaijani citizens in their daily communication, respectively; They are listed as Azerbaijani, Russian, Turkish and other. According to the findings collected, the Turkish series has had an impact on the people of Azerbaijan in terms of interest toward Turkey and its culture but had no impact on their interest toward the Turkish dialect spoken in Turkey. Thus, it can be said that the cultural and linguistic effect in a negative direction in this regard. For example; assertion which goes: “Turkish series generate interest in me in wanting to learn Turkish” confirms this view. Approximately 97.4% of the participants prefer comedy, action and drama series. Due to the prohibition of Turkish series in Azerbaijan, 46.9% of the participants watch these series on the internet and 27.1% on the satellite. Azerbaijani citizens approve a rate of 81.0% of the assertion; “Turkey and Azerbaijan are two sister countries”. Turkish series produced in Turkey has also increases sympathy for Turkey and the Turkish language. Since Azerbaijan, which left the USSR, could not invest in its series sector for a long time, Russian TV series and films had affected the Azerbaijani culture. Over time, the series produced in Turkey has also started to attract the people of the land alongside the Russian series. This is because 56.0% of the participants who participated in the research preferred to watch Turkish TV series, instead of watching other TV series.
