Özet
Sosyal politika aracı olarak vakıfların istihdam etkisi’nin araştırıldığı bu nitel çalışmada tarihî ve güncel veriler ele alındı.Hayır işleme faaliyetleri yanında genel ekonomiye ve toplumsal refaha iş imkânları açarak ve istihdam oluşturarak katkısı var mı? Nasıl ve ne düzeyde olduğunun açığa çıkarılması amaçlandı. Aynı zamanda daha etkin ve verimli kullanılması hususuna dikkat çekilmek istendi. İkincil kaynaklara dayalı bu çalışmada girişten sonra amaç, yöntem, kavramsal çerçeve, bulgular, sonuç ve değerlendirme ve kaynaklar yer aldı. Girişte konu ile ilgili bilgi verildi. Amaç ve yöntem bilgilerinden sonra kavramsal çerçevede vakıf olayının tarihimizde ve günümüzde yeri ve sosyal politika aracı olarak katkısı ele alındı. Bulgular kısmında Fatih Sultan Mehmet II ve Kanuni Sultan Süleyman vakıflarının istihdam oluşturma yönleri ele alındı. Tarihi süreç içerisinde çeşitli sebeplerle yeniden ve sürekli istihdam oluşturan vakıflar örnek verildi. Devamında günümüzde özel vakıf üniversitelerinin ve genel olarak vakıfların istihdam oluşturma etkileri işlendi. Sonuç ve değerlendirmede istihdam etkisinin direk, dolaylı, sürekli ve zincirleme olduğu vurgulanarak vakıfların işletme yöntemlerinin rasyonellik, verimlilik, kârlılık, sürdürülebilirlik bakımından etkin olması gerekliliğine vurgu yapılırken verimli alanlarda vakıf oluşturulmasının sosyal politika aracı olarak istihdama ve dolaylı olarak pek çok sosyal ve ekonomik soruna çözüm üretebileceği ifade edildi.
In this qualitative study on the employment impact of foundations as a tool of social policy, historical and current data were discussed.Is there any contribution by creating employment and opening job opportunities on general economy and on social welfare? How and what level is intended to be revealed. Also it was aimed to draw attention to it’s more efficient and efficient use as a social policy tool. This study based on secondary sources. It included purpose, methodology, conceptual framework, findings, outcomes and evaluation and resources.In the introduction, information was given about the subject. After the aim and method knowledges, the contribution of the foundation event in conceptual framework as a place and social policy instrument in our history and today were discussed. In the findings, aspects of employment creation of Fatih Sultan Mehmet II and Kanuni Sultan Süleyman foundations were discussed. In the historical process, the foundations that provided recurrent and continuous employment with various reasons were given as examples. In the following, the employment creation effects of private foundation universities and foundations in general at the present time, have been studied. In the conclusion and evaluation emphasized that the employment effect is direct, indirect, continuous and chained. It was emphasized that the business management methods of the foundations should be effective in terms of rationality, efficiency, profitability and sustainability. It was stated that the establishment of foundations in employment-efficient areas could provide employment as a means of social policy and indirectly to solve many social and economic problems.
