Özet
Birinci Meşrutiyet’in 23 Aralık 1876 tarihinde ilanı nasıl siyasi tarihimizde bir dönüm noktası ise aynı yıl 33 yıl sürecek Sultan II. Abdülhamid devrinin başlaması da Osmanlı İmparatorluğu ekonomisi için yeni bir deneyim ve dönemin başlangıcıydı. Çünkü on un döneminde daha da hızlanan sanayileşme ve ekonomik kalkınma gayretleri, düşünceden eyleme de geçiyordu. Öncelikle ticareti ve üretimi disiplin içinde geliştireceğine inanılan ticaret ve sanayi odalarının kurulması için çalışmalara girişildi. Bunun neticesinde 1882 yılında aktif faaliyete geçen Dersaâdet Ticaret Odası, kendinden beklenen faaliyetleri, Arabistan’dan Balkanlar’a kadar uzanan geniş İmparatorluk coğrafyasında hayata geçirmeye başladı. Bu bağlamda Oda’nın önemli araçlarından biri de kendi adın ı taşıyan gazetesiydi. Gazet e hem hükümet, hem de özel sektör cenahından gelen ekonomi ve ticaret ile ilgili haberleri yayınlıyor, böylece her türlü gelişmelerden tüccarların hızlıca haberdar olmasını sağlıyordu. Ayrıca yeni sektörler ve yatırımlar hakkınd a yaptığı bilgilendirmeler de teşvik vazifesi görüyordu. Bu yüzden, çalışmada, Dersaâdet Ticaret Odası gazetesinde tüccar gözüyle verilen haberler ışığında, Osmanlı İmparatorluğundaki ekonomik gelişmeler incelendi. Kategorik tasnife tabi tutulan haberlerin oluşturduğu perspektifle, İmparatorluk ekonomisi analiz edilmeye gayret edildi. Böylece sınırlı bir dönemi kapsamış olsa da, ilk kez Türk özel sektörünün Türkiye’deki gelişmelere nasıl baktığının fotoğrafı çekilme y e çalışıldı.
The declaration of the First Constitutional Monarchy on 23rd of December 1876 was a turning point in our political history. However, the beginning of the period of Sultan II. Abdülhamid in the same year and the following 33 years of his reign marked an important milestone in economic terms. During his reign the Sultan took concrete economic actions and industrialization efforts accelerated drastically in his time. First, trade and industry chambers were established with the aim to develop trade and production. As a result, the Dersaadet (Istanbul) Chamber of Commerce was established in 1882 and started to realize its activities. One of the important tools of the Chamber in this context was the Chamber's own newspaper. The newspaper published news about economy, trade, new sectors a nd investment opportunities, thus enabling merchants to be aware of all kinds of developments. This article examines the economic development in the Ottoman Empire in the light of the news presented in the Dersaadet (Istanbul) Chamber of Commerce newspaper. Thus, although only a limited period has been covered, this article analyzes for the very first time how the Turkish private sector saw and evaluated the economic developments in Turkey
