Özet
Korona virüs salgını nedeniyle yaşanan belirsizlik ortamı, küresel ticaret ve tedarik zincirlerinin hızla bozulmasına, emtia fiyatlarını dalgalanmasına, hükümetler ve çokuluslu şirketlerin sınırlı bilgilerle kritik kararlar almasına neden olmuştur. Bu nedenle salgın devam ederken tüm ülkeler mümkün olduğunca makro ve mikro ölçekte tedbirler açıklamaktadır. Ancak mikro ölçekte is kollarında COVID 19'un yarattığı etki tam olarak saptanabilmiş değildir. Bu projede, mikro düzeyde ilk etkilerin ortaya çıkarılması, saptanan sorunların önem sıralamasının elde edilmesi, farklı ölçek ve faaliyet alanında olan firmaların saptanan ve önem sıralamasına koyulan sorunlarının çözüm önerilerinden yola çıkarak politika önerileri oluşturulması amaçlanmıştır. Bu amaç doğrultusunda karşılaştırılmalı istatistiksel analizlerin yanı sıra sorunların önem sırasının belirlenmesi ve çözüm önerilerinin önceliklerinin saptanması için Analitik Hiyerarşi Prosesi kullanılmıştır. İstatistiksel açıdan güvenilir örneklem olarak belirlenen 254 anket sayısına ulaşılmış ve bu anketler ile karşılaştırma soruları kullanılarak sorunların etki düzeyler belirlenmiş, firma ölçekleri ve faaliyet alanları için etki düzeyleri hesaplanmıştır. Açık uçlu sorulardan yararlanılarak COVID dönemi ticari faaliyetlerde karşılaşılan sorunlar ve çözüm önerileri kategorize edilmiştir. İkincil verilerden hareketle tarihsel perspektifte benzer sorunlar incelenerek politika önerileri sunulmuştur.
The uncertainty experienced as a result of the COVID-19 has caused global trade and supply chains to rapidly deteriorate, commodity prices to fluctuate, and governments and multinational companies to make critical decisions with limited information. Therefore, while the epidemic continues, all countries announce macro and micro-scale economic recovery acts as much as possible. However, the impact of COVID 19 in micro-scale business lines has not been fully determined. In this study, it is aimed to reveal the first effects at firm level, to obtain the importance order of the problems identified, to formulate policy recommendations based on the solution suggestions of the problems identified and placed in the order of importance of companies in different scales and fields of activity. For this purpose, Analytical Hierarchy Process was used to determine the order of importance of problems and to determine the priority of solution proposals, as well as comparative statistical analyzes. The number of questionnaires determined as statistically significant and reliable 254 was reached and the impact levels of the problems were determined by using these questionnaires and comparison questions, and the impact levels for firm-scales and fields of activity are calculated. Using open-ended questions, the problems encountered in the commercial activities of the COVID period and solution suggestions were categorized. Policy recommendations have been presented by examining similar problems in historical perspective based on secondary data.
