Özet
Adres Bilgi Sistemleri, Bilgi Sistemlerinin oluşturulmasında temel yapı taşı ve vazgeçilmez olan unsurlardır. Adres Bilgi Sistemi çalışmalarının tamamlanmasıyla; vergilerin tahsili, sağlık ve emniyet gibi alanlarda yapılacak olan hizmetlerin daha verimli şekilde yapılabilmesi mümkün olabilecektir. Coğrafi ve Kent Bilgi Sistemine altlık teşkil edecek bir Adres Bilgi Sistemi ile hem vatandaşların hem de kamu kurumlarının optimum seviyede faydalanması sağlanabilmektedir. Adres Bilgi Sistemlerinin çalışma düzeni ve numaratajın önemi, bu çalışma kapsamında ele alınmıştır. Ülkemizde adres kayıt süreci çalışmaları, süreçte aksaklığa neden olan etkiler ve verimliliğe yönelik analiz ve yorumlar üzerinde durulmuştur. Örnek olarak İstanbul ili sınırları dâhilinde sokak isimlendirmelerinde izlenen süreçler, yurt dışındaki örnekleri ile karşılaştırılmıştır. Vatandaşların ve kurumların en önemli ihtiyaçlarından olan coğrafi koordinatla birleştirilmiş adres tabanlı kayıt sistemi Mekânsal Adres Kayıt Sistemi (MAKS) 'nin avantaj ve dezavantajları sonuçlarıyla birlikte ele alınmıştır.
Address Information Systems is one of the basic building blocks and indispensable elements in the formation of Information Systems. Upon completion of the Address Information System works; it will be possible to do the services more efficient that will be done such as the collection of taxes, health, and safety. With an Address Information System that will constitute a basis for the Geographical and Urban Information System, it can be provided for both citizens and public institutions to benefit at a maximum level. The working order of Address Information Systems and the importance of numbering are discussed within the scope of this study. Address registration process studies in our country, effects that cause disruptions in the process and analysis and comments on productivity are focused on. For example, the processes followed in street designations within the boundaries of Istanbul have been compared with their examples abroad. The advantages and disadvantages of the Spatial Address Record Systemthat is an address-based registration system combined with geo-coordinate, which is one of the most important needs of citizens and institutions, are discussed with its results.
