dc.description.abstractToplumsal yaşayışta kentler giderek zamanın getirdiği zorluklardan yine bilimin ve teknolojinin ışığında kurtulmaktadır. Bilgi ve iletişimin süratle geliştiği bu zamanda kentsel sistemler artık ışık hızında işlemlerin gerçekleştiği süreci yaşamaktadır. Zamanla bilgi işlem sektörü kurumsal yapısında mobiliteye yönlenmek zorunda kalmaktadır. İnternet kullanımı çok artmaktadır. Bu yüzden akıllı kent sistemleri de çağa ayak uydurup daha hızlı, daha kolay ve daha güvenli çözümlere gitmek durumundadır. Akıllı kent yönetimlerinde vatandaş odaklı hizmetlerin mobil yöntemle hızlı ve doğru şekilde gerçekleşmesi vatandaşlar için kolaylıktır. Bu çalışma, İSKİ'de fatura hızlı ödeme modellemesinin diğer akıllı kent yönetimlerine örnek teşkil etmesi amacıyla yapılmıştır. Kare kod basılan su faturasının akıllı telefon uygulamasında taranarak işlenmesi ile hızlı ödeme gerçekleşmesi amaçlanmıştır.en_US
dc.description.abstractIn the social life, cities are getting rid of the difficulties brought by time and again in the light of science and technology. At this time of rapid development of information and communication, urban systems are now in the process of processing at light speed. Over time, the IT sector has to be mobilizing in its corporate structure. Internet usage is increasing. Therefore, intelligent urban systems must adapt to the era and go faster, easier and more secure solutions. Citizen-oriented services in smart city administrations can be realized quickly and accurately with mobile methods. This study was carried out in order to make the bill payment model at İSKİ an example for other intelligent city administrations. It is aimed to realize quick payment by processing the square code water bill by scanning it in smart phone application.en_US
