Özet
Uluslararası ticarette işlemler sadece ithalatçı ve ihracatçı arasında geçen bir süreç değildir. Dış ticaret işlemleri lojistik, sigorta, finans ve gümrük gibi birden fazla tarafı birbirine bağlı bir şekilde içermektedir. Tüm bu taraflara ait belgeler kağıt olarak dış ticaret işlemlerine dahil edildiğinde işlem süreçleri zorlaşmakta, zaman kayıpları yaşanmakta, arşiv maliyetleri artmakta, insan hatalarından kaynaklanan sorunlar artmakta ve böylece dış ticaret tarafları zaman ve maddi kayıplara uğramaktadır. Küreselleşen dünyada artık zaman her şeyin önünde gelmektedir. Bu çalışmada dış ticaret işlemlerinde mevcut süreçler, bu süreçlere dahil olan taraflar, belgeler ve elektronik imza hakkında bilgi verilmiştir. Dış ticaret işlemlerinin nasıl elektronik ortama aktarılabileceği ve bu elektronikleşme ile tarafların sağlayacağı kazançlardan bahsedilmiştir. Dış ticaret işlemlerinin elektronikleşmesi için yapılan çalışmalar ve mevcut çalışmalar incelenmiş dış ticaret işlemlerinin tamamen kağıtsız olarak yürütülebilmesi için gereken süreç ve altyapılar hakkında bilgi edinilmesi amaçlanmıştır.
Transactions in international trade are not just a process between the importer and exporter. Foreign trade transactions involve more than one side, such as logistics, insurance, finance and customs. When the documents belonging to these parties are inculuded in foreign trade transactions as paper, the transaction processes become difficult, time losses, archive costs increase, problems arising from human errors increase, and thus foreign trade parties suffer time and material losses. In the globalizing world, time comes before everything. In this study, information is given about the current processes in foreign trade transactions, the parties involved in these processes in foreign trade transactions, the parties involved in these processes, documents and electronic signature. It is mentioned howforeign trade transactions can be transferred to electronic environment and the benefits to be provided by the parties through this electronicization. It is aimed to obtain information about the processes and infrastructures required to carry out the foreign trade transactions completely paperless, and the studies carried out for the electronicization of foreign trade transactions and the current studies are examined.
