| dc.description.abstract | Bu çalışmanın amacı, Kamu Restorasyon Projelerinde (KRP) zaman ve maliyet yönetimini araştırmak ve analiz ederek başarılarını ölçmek ve geliştirmek için bir yöntem önermektir. Makale, ilgili literatürün kapsamlı bir incelemesini sunmayı, Türkiye'deki mevcut düzenlemeleri değerlendirmeyi ve gelecekteki projeler için bir performans ölçüm aracı önermeyi amaçlamaktadır. Yapılı çevreyi şekillendiren, tüm dünyada ekonomisinde olduğu gibi Türkiye ekonomisinde de önemli bir paya sahip olan bu sektörün büyük çoğunluğunu binalar ve kamu yatırımları oluşturmaktadır. İhale öncesi hesaplanan yaklaşık maliyetin proje bitiminde hesaplanan maliyete yakın olması proje yönetiminin başarısını göstermektedir. Kamu kurumlarının proje yönetimindeki başarısı, ülke ekonomisine büyük katkı sağlamaktadır. Başarılı proje yönetiminin tespitine yönelik makale kapsamında öncelikli olarak proje yönetimi, maliyet yönetimi, kamu kurumlarının proje yönetimi, kamu yapım işleri yaklaşık maliyet hesaplama yöntemleri, kamu birim fiyatları gibi konuları inceleyen literatür taraması yapılmıştır. Araştırma sonucu yapılan değerlendirmelerde kamu restorasyon projelerinde maliyet ve süre artışlarını etkileyen faktörler içinde öne çıkanların yüklenici ilişkili sebepler, sözleşmeden kaynaklı sebepler ve dış faktörler olduğu belirlenmiştir. İhale sisteminde bu faktörlerin göz önüne alınması benzer durumların tekrarlanması olasılığını azaltacaktır. Çalışma, etkili zaman ve maliyet yönetiminin KRP'nin başarısı için temel belirleyiciler olduğu sonucuna varmıştır. İlgili literatüre ve Türkiye'deki mevcut düzenlemelere ayrıntılı bir genel bakış sunan makale, gelecekteki çalışmalar ve KRP için değerli bir referans görevi görmektedir. Ayrıca çalışma, zaman ve maliyet performansını ölçmek ve izlemek için bir performans ölçüm aracı önermektedir. | en_US |
| dc.description.abstract | The aim of this study is to investigate and analyze time and cost management in Public Restoration Projects (PRP) and propose a method to measure and improve their success. The article aims to provide a comprehensive review of the relevant literature, evaluate current regulations in Turkey, and propose a performance measurement tool for future projects. Buildings and public investments constitute the majority of this sector, which shapes the built environment and has an important share in the Turkish economy as well as in the economy of the whole world. The fact that the approximate cost calculated before the tender is close to the cost calculated at the end of the project shows the success of the project management. The success of public institutions in project management makes a great contribution to the country's economy. Within the scope of the article aimed at determining successful project management, a literature review was primarily conducted examining topics such as project management, cost management, project management of public institutions, approximate cost calculation methods of public construction works, and public unit prices. In the evaluations made as a result of the research, it was determined that the prominent factors affecting cost and duration increases in public restoration projects were contractor-related reasons, contractual reasons and external factors. Taking these factors into consideration in the tender system will reduce the likelihood of similar situations reoccurring. The study concluded that effective time and cost management are key determinants for the success of KRP. Providing a detailed overview of the relevant literature and current regulations in Turkey, the article serves as a valuable reference for future studies and KRP. Additionally, the study proposes a performance measurement tool to measure and monitor time and cost performance. | en_US |
