| dc.description.abstract | 2017 Anayasa değişikliği ile, başkanlık sisteminin vazgeçilmez ögelerini içermeyen ve bu sistemi parlamenter sisteme ait bazı ögelerin dahil edilmesiyle başkalaştıran bir sistemin getirilmiş olduğu görülmektedir. Bu sistemin, odak noktasını başkan ya da Anayasadaki nitelendirme ile Cumhurbaşkanı oluşturmaktadır. Yürütmenin tek başlı oluşu, parlamenter hükümet sisteminin terk edildiğini göstermekle birlikte monist tek başlı yürütmenin, sistemi başkanlık sistemi olarak nitelendirmek için yeterli olmadığını göstermektedir. | en_US |
