Abstract
Vladimir Putin'in Rusya Devlet Başkanı olarak seçilmesinden sonra Rusya enerji kaynaklarını diplomatik yaptırım aracı olarak kullanmaya başlamıştır. Bu durum, yetersiz enerji kaynağı rezervlerine sahip olmasından dolayı Rusya'ya başta doğalgaz olmak üzere, enerji ithalatına bağımlı hale gelen Avrupa Birliği'nin enerji güvenliği üzerinde olumsuz etki yaratmaktadır. Bu bağlamda, 2000 yılından itibaren değişmeye başlayan Rusya enerji politikasının AB enerji güvenliğinde nasıl bir etki bıraktığını incelenmesi tezin temel amacını oluşturmaktadır. Ayrıca, AB'nin enerji ithalatına artan bağımlılığa karşılık geliştirdiği enerji politikaları ayrıntılı olarak açıklanmıştır. Being elected Vladimir Putin as the President of Russia started using its energy resources as a means of diplomatic sanction. İn this case, it (Russia) is influencing negatively on the energy security of European Union as it has not enough energy reserve, more particularly natural gas. İn this context, the main purpose of this dessertation is to examine how Russia's energy policy affected EU energy security that started changing since 2000. Moreover, the energy policies developed by EU in response to the increasing dependence on energy imports are explained in detail.
