Özet
Bu araştırmanın konusunu XVII. y.y. da yaşamış Osmanlı saray görevlisi ve yönetim bilimci Koçi Bey’in Sultan IV. Murat ve Sultan İbrahim’e sunduğu devletin yönetimi konusundaki tenkit ve tavsiye niteliğindeki bir dizi mektuptan ibaret olan risaleleri oluşturmaktadır. Bu risaleler, Osmanlı devlet yapısı ve işleyişi hakkında bilgi vermesi ve problemleri analiz ederek çözümler sunması nedeniyle hem yönetim bilimleri ve hem de tarihi açıdan önemli bir eserdir. Bu çalışmanın iki amacı vardır. Birincisi, söz konusu bu risalelerin yönetim ve organizasyon bilimi açısından analizini yaparak önemini ortaya koymaktır. Nasıl ki günümüz yönetim bilimlerinde Taylor’un “The Principle Of Scientific Management”, Fayol’un “Administration Industriell et General”, Weber’in “The Theory of Social and Economic Organization” adlı eserleri önemliyse onlardan yaklaşık üç yüz yıl kadar önce yazılmış olan “Koçi Bey Risalesi” de yönetim bilimleri açısından o kadar önemlidir. Çünkü bu eser günümüzün kamu yönetimi ve yönetim bilimlerine önemli katkılar yapmaktadır. Bu öneminden dolayı eser çeşitli zamanlarda çeşitli dillere çevrilmiştir. Çalışmamızın ikinci amacı ise, Koçi Bey, o tarihlerde çeşitli problemlerle boğuşan ve dünyanın en büyük devletlerinden biri olan Osmanlı Devleti’nin en zor iki padişahına bugünkü adıyla danışmanlık o günkü ifadeyle musahiplik (sır dostu, sohbet arkadaşı) yapıp nasıl başarılı olmuştur? Sorusuna cevap bulmaktır.
The focus of this study is on the series of letters written by “Koçi Bey”, management scientist and Ottoman Palace officer lived in17th century,written to the Ottoman Sultans Murat IV, and Sultan Ibrahim about advises and criticism concerning with governing of the Ottoman Empire. These letters are important sources from management sciences and historical point of views as those both provide information on the organizational and working structure of Ottoman Empire, and suggests solutions based on the analyses of problems.This study has two main goals. First, to discuss the importance of these letters by analyzing those in terms of management and organizational sciences. These letters, known also as “Koçi Bey Risaleleri (Treatise by Koçi Bey)”, is an essential work in the field of management sciences, and it is as important as Taylor’s “The Principles of Scientific Management”, Fayol’s “Administration Industrielle et Générale”, Weber’s “The Theory of Social and Economic Organization”, and it was been written approximately three centuries later.Due to these importance and its contribution to the field of public management administration and organizational sciences, these letters have been translated into several languages. The second goal of the current study is to look for an answer to the question of “How did Koçi Bey successfully handle the duty of consultancy (or referred as to “musahiplik”, being intimate to Sultan, at that time) to the two hard Sultans of Empire who were dealing with several issues of their time in one of greatest states around the world?
