dc.description.abstractBu yüksek lisans tezinde Girişimci Devlet kavramı tanımlanmakta ve bu tanımlama çerçevesinde Türkiye'nin girişimci devlet olarak analizi yapılmaktadır. Tezde girişimci devlet kavramsallaştırması, inovasyon, AR-GE ve bilginin ticarileştirilmesi ekseninde ele alınırken, Türkiye'nin girişimci devlet kapasite ve performansını belirleyen dinamikler, hükümet organları, kalkınma bakanlığı ve kalkınma ajansları izleğinde incelenmektedir. Bu kurumsal ilişki içerisinde, Girişimci Devletin oluşturulmasında araştırma ve uygulama ekseninin proje yazma ve yönetme çerçevesinde geliştiği argümanı, İstanbul Kalkınma Ajansı (İSTKA) ve Bilgiyi Ticarileştirme Merkezi (BTM) güdümlü projesi üzerinden analiz edilmektedir.en_US
dc.description.abstractThe Entrepreneurial State has been identified in this master thesis and regarding to this identification the entrepreneurial state of Turkey is analysing in. While taking the consideration of the conceptualism of the entrepreneurial state within the axis of innovation, R&D and the commercialization of the knowledge, the determination of the capacity and performance of the Turkey's entrepreneurial state dynamics are examining the path from Government institutions, Ministry of Development and Development agencies. The argument of the creation and the development of its research and execution, have been improved regarding to project writing and management, analysing over the Istanbul Development Agency and its administered project called Commercialization of Knowledge (BTM).en_US
