| dc.description.abstract | Gelişme yolundaki ülkeler için kooperatifler siyasi bağımsızlığı tamamlayan ve ekonomik demokrasiyi sağlayan Sivil Toplum Kuruluşları olarak kabul edilirler. Kooperatifler, belirli bir ekonomik amaç etrafında faaliyet gösterenlerin güvene dayalı birliktelikleridir. Dolayısıyla kooperatif faaliyetlerinde kamusal nitelik söz konusudur. Bu niteliğe uygun olarak işlevin sürdürebilmesi için de kooperatiflere özel 1163 Sayılı Kanun ve destekleyen mevzuatla ayrıcalıklı bir önem verilmiş ve geniş halk hareketi oluşturması beklentisiyle demokrasinin uygulama alanı misyonu yüklenmiştir. Bu misyonun kapsamında kendi kendine yeterli dik durabilen ulusal bir taban oluşturma görevi de vardır. Fakat görülmüştür ki, başlangıçtaki milli amaç çizgisinden saptırılmış ve kooperatifler kapanın elinde kalmışlardır. Bu kapsamda hedef kitle, beklentilerine ulaşma bir yana birikimlerini de geleceğini de yitirme durumuna gelmiştir. Kooperatifler Kanunu ve ilgili mevzuatın kooperatif genel kurullarına sağlamış olduğu sınırsız yetkiyi ve kooperatiflere devletin sağladığı kredi ve arazi desteklerini görenler, kooperatifleri rant alanı olarak seçmişlerdir. Kooperatif kuruluşların hamisi olan devletin (özellikle ilgili Bakanlık ve ilgili mahkemelerin) seyirci kalmasıyla da hedef tümüyle çığırından çıkarılmıştır. Gelinen noktada, özellikle konut yapı kooperatiflerinin devletin eli yakasında olacak biçimde yarı özerk bir yapıya kavuşturulması, kamu nitelikli ve kutsal bir görev olan kooperatiflerin içine düştüğü durumdan kurtarılarak asıl misyonuna kavuşturulmasını zorunlu kılmaktadır. | en_US |
| dc.description.abstract | Generally in developing countries, cooperatives are regarded as non-governmetal organizations that complete the political independence and provides the economic democracy. Cooperatives are confidencebased foundations that people who come together around an economical purpose. So activities carried out by the cooperatives have a public character. Related to its public character, cooperatives are burdened a special mission by Cooperatives Law numbered 1163 and legislation supporting it. In addition, cooperatives which are expected to create a wide public action have a burden for the application area of democracy. The intention for giving importance to the cooperatives is to create a national base which can stand upright by itself.But it can be seen that cooperatives have been distorted from the previous national purpose and have been perverted from its main aim. In this concept, target mass encountered with the risk of losing their future as well as loosing their expectations. People who realized the ultimate authority provided to the General Assembly of cooperatives by the Cooperatives Law and the concerned legislation and the credits and land support provided by the government, have chosen the cooperatives as profit area. As the courts and government have not involved enough with the situation, these people went out of the range.At this point, it is necessary to give the cooperatives a half-autonomous structure related tothe government and make the cooperatives which have a public-oriented and holy target, reach their main mission. | en_US |
