Özet

Bu araştırma, 24 Haziran 2018 Cumhurbaşkanı adaylarının seçim mitinglerindeki konuşmalarının siyasal retorik açısından niteliklerini incelemeyi amaçlamaktadır. Bu bağlamda adayların miting konuşmaları; savaş ve barış, yollar ve araçlar, ulusal savunma, yasalar, dış alım – satım gibi siyasal retorik konuları ile siyaset, ekonomi, sosyal-kültürel, dini konular çerçevesinde incelenmiştir. Araştırmanın amacı kapsamında incelenen kriterler, hem siyasal retorikte hem de propaganda faaliyetlerinde kullanılmaktadır. Bu nedenle araştırma; miting konuşmalarındaki retoriksel özelliklerin ve propagandanın ortak noktalarının belirlenmesi açısından önemlidir. Elde edilen bulgulara göre Aristo’nun siyasal retoriği açısından siyasal konuşmada yer alması gereken konular, günümüzde de güncelliğini korumaktadır. Adayların aynı yolları farklı olumlama şekilleriyle kullanarak iktidar mücadelesi verdikleri elde edilen bulgularla ortaya konmuştur.
From the point of view of political communication, the struggle for power and sovereignty is felt most intensely during the political campaign periods. Voters are exposed to intense propaganda of political parties and candidates, especially due to the campaigns conducted before the political elections. Propaganda work is usually done directly at public rallies that bring voters and political candidates together. On the other hand, rallies are important for political communication as they allow candidate and voter to come together and allow political message transmission to be carried out without the influence of mass media. Political actors should use a style appropriate for the characteristics of the target audience addressed at the rallies. In this context, it would not be wrong to say that “rhetoric” is an indispensable element of rallies. According to Aristotle, rhetoric is the ability to use the existing ways of persuasion. In the meeting speech, it may be possible for the political actors, who make use of political rhetoric, to change their opinions and attitudes in the voters and direct them to the voting behavior in their favor. Careful follow-up of the rallies by the media and the masses during the election campaigns brings the candidates to pay more attention to the methods of rhetoric. Aristotle's approaches to rhetoric were examined by many thinkers and researchers in the following periods, and various thoughts on the subject were developed. However, when the studies are examined, it is seen that the rhetorical studies of Aristotle are shown as the source. In this context, this study was carried out by accepting Aristotle's approaches as a guide. The criteria examined within the scope of the research are used in both political rhetoric and propaganda activities. Therefore, research; It is important for determining the common points of rhetorical features and propaganda in rally speeches. the object of the study, Turkey Statistical Institute (TSI) 's population, according to 2018 data, is determined as 7 province with the largest population of the 7 geographic area. According to this; Sampling of rally speeches in Istanbul in the Marmara Region, Ankara in the Central Anatolia Region, Izmir in the Aegean Region, Adana in the Mediterranean Region, Samsun in the Black Sea Region, Van in the Eastern Anatolia Region, and Gaziantep in the Southeastern Anatolia Region. is included. The research is limited to the rallies of the current president Recep Tayyip Erdoğan and the election rallies of Muharrem İnce. Content Analysis, which is a qualitative research technique, was used in the analysis of candidates' rally speeches in terms of political rhetoric. This research aims to investigate the speeches of candidates of June 24, 2018 Presidential Elections in terms of their qualities with regard to political rhetoric. In this context, speeches of the candidates were analysed within the framework of political rhetoric such as war and peace, roads and means of transport national defence, laws, export, import as well as political, economic, socio-cultural and religious issues. The criteria adopted within the scope of the research are used both in political rhetoric and propaganda activities. Political communication has a great role in the struggle for power. In the political communication process, besides propaganda and persuasion, rhetoric is an instrument that should be used effectively. In this process, it is effective to emphasize the quality of messages, rhetoric style and the quality of political discourse. The rally speeches of Recep Tayyip Erdoğan and Muharrem İnce before the 2018 Presidential Elections and their country's agenda in various ways within the framework of their political stances were examined. In the struggle for power, important data about what content messages were coded by the candidates, topics that came to the fore in their speeches, and the use of political rhetoric were obtained Therefore, the research is important in terms of determining the common aspects between the rhetorical characteristics of meeting speeches and propaganda. According to the findings, subjects which must be included in political speeches for the purpose of political rhetoric, as argued by Aristoteles, continue to be relevant. Based on the findings of the research, it is proved that candidates put up a struggle for power by using the same methods with different means of affirmation.
