Abstract
Bu yüksek lisans tezi, Rusya'nın Afrika'ya yönelik dış politikasının derinlemesine bir analizini sunmakta ve bu politikanın tarihsel arka planını ve geleceğe yönelik beklentileri incelemektedir. Tez, Rusya-Afrika ilişkilerinin tarihine genel bir bakış sunarak, Rusya'nın Sovyet döneminde Afrika kurtuluş hareketlerine verdiği desteği vurgulayarak başlamaktadır. Tez, Rusya'nın Afrika'ya yönelik ilgisinin yakın zamanda yeniden canlanmasını tartışmakta ve yenilenen Afrika politikasının temelindeki etkenleri ve stratejileri incelemektedir. Tez, siyasi, ekonomik ve sosyal faktörler de dahil olmak üzere, Rusya'nın Afrika'daki varlığının son zamanlarda yeniden canlanmasına katkıda bulunan faktörleri ve stratejileri incelemektedir. Aynı zamanda Batılı ülkelerin Afrika'da artan Rus etkisine ilişkin tutumlarını ele alınmakta ve bu bağlamda ABD, Fransa ve Çin'in kıtadaki Rusya varlığının genişlemesi konusundaki endişeleri irdelenmektedir. Çalışma, Rusya-Afrika ilişkilerinin mevcut durumunu değerlendirmekte ve Rusya ile Afrika ülkeleri arasındaki diplomatik ve ekonomik ilişkilerin yanı sıra Rusya-Afrika ticaret ve yatırımının büyüme potansiyelini tahlil etmektedir. Tez ayrıca, siyasi istikrarsızlık, güvenlik tehditleri ve kurumsal kapasite eksikliği dahil olmak üzere Rusya'nın Afrika'daki politikalarına yönelik zorlukları tartışmaktadır. Son olarak çalışma, Rusya'nın Afrika politikasına yönelik gelecekteki beklentileri inceleyerek Rusya'nın karşı karşıya olduğu fırsat ve zorlukları analiz etmektedir. Bu tahlil temelinde tezde, mevcut zorlukları aşmanın hem Rusya hem de Afrika ülkelerinin işbirliği çabalarını artırmaları sonucu mümkün olacağı tezi ileri sürülmekte ve savunulmaktadır. Ayrıca tez, Rusya'nın Afrika'daki varlığının, iklim değişikliği ve uluslararası güvenlik gibi karşılıklı çıkarları ilgilendiren konularda işbirliğini artırmak için bir fırsat olarak görülmesi gerektiğini savunmaktadır.
This thesis presents an in-depth analysis of Russian foreign policy towards Africa by examining the historical background and reflecting on the future prospects for this engagement. The thesis begins by providing an overview of the history of Russian-African relationships, highlighting Russia's support for African liberation movements during the Soviet era. The thesis then discusses the recent resurgence of Russian involvement in Africa and examines the motives and strategies behind it. The thesis focuses on the major factors and strategies that have contributed to the recent resurgence of Russian involvement in Africa, including political, economic, and social factors. The thesis also analyses the position of Western countries on the growing Russian influence in Africa It highlights the concerns of America, France and China about expanding the Russian state's presence on the continent. The study assesses the current state of Russian-African relations, and studies diplomatic and economic relations between Russia and African nations and moreover the potential for growth of Russian-African trade and investment. The thesis also discusses challenges to Russian engagement in Africa, including political instability, security threats, and lack of institutional capacity. Finally, this study concludes by examining the future prospects for Russian engagement in Africa and highlighting the opportunities and challenges facing this involvement. Against this backdrop, the thesis argues that meeting these challenges will require careful planning, cooperation and investment from both Russia and African countries. Furthermore, the thesis contends that Russia's presence in Africa should be viewed as an opportunity to further collaboration on mutually beneficial topics such as climate change and international security.
