dc.description.abstractSanayi devriminden bu yana dünya teknoloji sayesinde artan bir hızla gelişmektedir. Ticaret de insana bağlı olarak bu gelişim sürecinden bir o kadar hızlı şekilde etkilenmiştir. Siber küreselleşme çağı da dediğimiz bu dönem, sanayi çağından bilgi çağına geçişle, günlük hayatımızda daha da hissedilebilir bir hale gelmiştir. Ülkelerde bu çağın iletişim ve ulaşım teknolojilerinin getirdiği avantajları kullanarak, ticaret kanallarını geliştirmiş ve yeni pazar arayışlarını yaygınlaştırmışlardır. Bu pazar arayışları içerisinde pazar yeri haline gelmek istemeyen ülkeler ise serbest ticaretin olası zararlarına karşı alternatif politikalar geliştirerek korumacı eğilimlerde bulunmuşlardır. Günümüzde ise korumacılık anlayışı hem nerdeyse yok olma eşiğindedir hem de yeni bir boyut kazanmıştır. Bu çalışmada korumacı eğilimlerin nasıl ortaya çıktığı, neler olduğu, neden ve nasıl kaldırıldığı, değiştirildiği, GATT ve DTÖ'nün bu süreçteki rolüyle bunun hukuka yansımaları eski ve yeni kaynaklar kullanılarak olabildiğince objektif bir şekilde incelenmeye çalışılmıştır. dc.description.abstractWorld, technology and trade aredeveloping and increasing rapidly since the industrial revolution.Where by technology, trade has also been influenced rapidly by this development process depending on humans. This period as we say, ciber globalization, has become more noticeable in our daily lives thanks to transition from the industrial age into the knowledge age. Countries have improved trade channels and extended new market searches by using the advantages of communication and transportation technologies of this era. During this market search, countries which do not want to become new market places have engaged in protectionist tendencies by developing alternative policies against the potential harms of free trade. Sense of protectionism is both on the threshold of extinction and also has gained a new dimension. This particular study has reviewed how the protectionist tendencies have occurred; what they are; why and how they were removed, changed; the roles of GATT and WTO in this process and the legal implications by objectively also using the older and new resources.
