| dc.description.abstract | Gelişen bilgi ve iletişim teknolojilerinin hizmet sunumunda hem zaman hem de maliyet açısından avantajı, bu teknolojilerin kamu yönetiminde kullanımını hızlandırmıştır. Bu değişimle birlikte e-devlet kavramı literatürdeki yerini almış ve birçok ülkede farklı alanlarda (sağlık, güvenlik, vergi, eğitim gibi) kullanılmaya başlanmıştır. Son yıllarda yaşanan hızlı bilgi ve iletişim teknolojileri (BİT) gelişmeleri toplumsal hayatı önemli ölçüde etkilemiştir. Bu değişimle birlikte bilgi toplumunda, sanayi toplumunun ön saflarında yer alan "maddi ürünlerin üretimi" yerine "bilgi üretimi ve yönetimi" ön plana çıkmıştır. Gelişen bilişim teknolojileri ile birlikte vatandaş-devlet ilişkisi bu bağlamda yeni bir boyut kazanmaktadır. 1990'lı yıllardan itibaren internet kullanımının hızla artması ve dünya genelinde yaygınlaşması ile birlikte elektronik ticaretin yaygın olarak kullanıldığı yeni bir pazar anlayışının ortaya çıktığı görülmektedir. Elektronik ticaretin zaman ve maliyet açısından daha ekonomik, verimli ve hızlı olması, bu kavramın kamu yönetimine adaptasyonunu hızlandırmıştır. Yapılan araştırmanın genel amacı olarak Kağıthane Belediyesinin siyasal iletişimde yerel yönetimlerindeki rolünün ve öneminin incelenmesi hedeflenmiştir. Ayrıca çalışmanın amacı doğrultusunda Döküman analizi ile birlikte etnografik yöntemin katılımcı gözlem tekniği swot analizi gerçekleştirilmiştir. | dc.description.abstract | The advantage of developing information and communication technologies in terms of both time and cost in service delivery has accelerated the use of these technologies in public administration. With this change, the concept of e-government has taken its place in the literature and has started to be used in different fields (such as health, security, tax, education) in many countries. Rapid information and communication technologies (ICT) developments in recent years have significantly affected social life. With this change, "information production and management" has come to the fore in the information society instead of "production of material products", which is at the forefront of industrial society. With the developing information technologies, the citizen-state relationship is gaining a new dimension in this context. since the 1990s, with the rapid increase in Internet usage and its spread worldwide, it is observed that a new Sunday understanding has emerged in which electronic commerce is widely used. The fact that electronic commerce is more economical, efficient and fast in terms of time and cost has accelerated the adaptation of this concept to public administration. As the general purpose of the research, it was aimed to examine the role and importance of Kağıthane Municipality in local governments in political communication. In addition, in accordance with the purpose of the study, swot analysis of the participant observation technique of ethnographic method was performed together with document analysis.
