Developing tourism investment policy in Turkey: an Ahp–Vikor analysis

Özet
Tourism is the most affected sector during the pandemic Covid-19. For this reason, academic literature led to the concentration of their studies on tourism. The tourism sector is very important for Mediterranean countries. As a Mediterranean country, Turkey, the tourism sector is the sector which has big relations with social-economic conditions of the country. Thanks to technological and digital transformation, a new world order is studied intensely in academic studies. Therefore, Turkey in particular, policy makers, Analytic Hierarchic Process (AHP) which areas should be prioritized in the tourism and worked with VIKOR method and evaluation were made. In this study, the priority problem of policy makers for the purpose of investing, promoting, developing and creating a roadmap on the tourism investment and tourism types with the AHP-Vikor method is discussed. The policy makers have often multi criteria for giving decisions on investing As a result of the study, it was stated that while health tourism ranked first with the highest value, historical tourism was prioritized in the second place with AHP Analysis. With the Vikor Analysis, within ten selected regions, Istanbul (Topkapı) ranked first, followed by Balıkesir (Kazdağı) and then Afyon (Thermal Hotels) alternatives with high levels of advantage and stable acceptability.
