| dc.description.abstract | Ülkemizde otopark yeri üretiminde sıkıntıların had safhada yaşanması, kentlerdeki nüfusun hızla artış göstermesi, buna karşılık park yeri üretimine gereken önemin verilmemesi; ulaşım problemlerinin artmasına neden olmuştur. Günümüzde otopark problemi metropollerin en büyük ulaşım problemlerinden biri haline gelmiştir. Son yıllarda araç sahiplik oranının yüksek oranda artmasına karşın otopark alanları aynı ölçüde gelişmemiştir. Mevcutta kullanılan otoparkların kapasiteleri artan araç oranına cevap verememektedir. Tüm bu olumsuz sebepler metropollerde otopark sorununu karşımıza çıkarmaktadır. Bu çalışmada; Geleneksel açık ya da kapalı otoparkların yapımının olanaklı olmadığı ya da kapasite ve işletme koşulları yönünden ihtiyaçları karşılamadığı gelişmiş ülkelerde uzun süredir kullanılan ve kullanım oranı ciddi bir şekilde artan mekanik lift, yarı otomatik, tam otomatik otopark sistemlerini tanıtarak, Dünya’da ve ülkemizde uygulanmış projelerin incelenmesi ve İzmir Büyükşehir Belediyesi’nin 2012 yılında ihale ederek yaptırdığı 2014 yılında hizmete giren ve halen yılda 150 bin aracın park ettiği, 280 araç kapasiteli, yerli teknoloji ile gerçekleştirilmiş, Alsancak Tam Otomatik Otopark Sistemi projesinin yatırım planlama, bütçeleme, fizibilite, ihale, yapım, işletme ve bakım süreçlerinin incelenmesi, bu tür otopark sistemlerinin ülkemizde yeteri kadar uygulanamamasın nedenlerini ve mevcut otopark probleminin çözümüne katkıları amaçlanmıştır. | en_US |

Today parking problems have become one of the biggest transportation problems of metropolises. In recent years, car ownership has increased considerably, but parking areas have not been developed equally. The capacity of the existing car parks is not able to respond to the increasing vehicle rate. All these negative reasons bring the problem of parking in metropolises. In this study,; The construction of traditional open or enclosed car parks is possible in terms of capacity and operating conditions does not meet the needs, whether or not for a long time in developed countries where it is used, and the usage rate is severely increased mechanical lift, semi-automatic, fully automated parking system with the introduction of projects of Investigation applied in our country and in the world in 2012, and the tender of Izmir Metropolitan Municipality made by 150 thousand per year and still parked vehicles entered service in 2014, with a capacity of 280 cars, are made with domestic technology, The purpose of Alsancak full automatic parking system project is to examine the investment planning, budgeting, feasibility, tender, construction, operation and maintenance processes and to contribute to the solution of the existing parking problem. | en_US |
