    Gamma-neutron shielding parameters of (S3Sb2)x(S2Ge)100_x chalcogenide glasses nanocomposite

    In the purpose of radiation shielding, (S3Sb2)x(S2Ge)100_x (x symbolscript 15, 30, 45 and 60 mol%) chalcogenide glasses were surveyed in the current study. The shielding achievements of the glass samples were investigated by using Phy-X/PSD simulation codes. This is done in terms of (LAC, mu, cm_1) for four different samples. Further, other essential parameters such as HVL, and neutron removal cross section were also calculated. These parameters were also tested with variation of SbS concentration in samples.

    Fault diagnosis on bottle filling plant using genetic-based neural network

    Timely detection of the pneumatic system problems is important in industry. Many techniques have been employed to solve this problem. In this paper, Genetic Algorithm (GA) based optimal configuration of neural networks is proposed for fault diagnostic of bottle filling systems. Back-propagation is used for neural networks algorithm. The back-propagation algorithm had six inputs and one output. A fitness function was designed to the minimize execution time of ANN model by keeping the number of hidden layer(s) and nodes as low as possible while the mean square error of estimated output error is minimized. The designed GA-ANN combination and the graphical user interface (GUI) eliminate the trial and error process for selection of the fastest and most accurate configuration. The performance of the proposed system was evaluated by using experimental data collected at a pneumatic work cell which attach caps to the bottles. The sensory data was collected at normal operating conditions and a series of faults were imposed to the system such as missing bottle, attaching nonworking bottle caps at two different cylinders, two air pressure problems (insufficient and low air), and not filling water. The study demonstrated the convenience, accuracy and speed of the proposed GA-NN environment. It may also be used for training for selection of ANN configurations at various applications.     Digital transformation in the defense industry: A maturity model combining SF-AHP and SF-TODIM approaches

    As an inevitable process, digitalization has become a priority for many companies. The measurement of digital maturity is the first step toward adequately executing this. Although digital maturity models (DMM) have been developed for different sectors in the literature, such studies in the defense industry are lacking due to sector-specific dynamics. This study aims to close this gap and proposes a digital maturity model specific to the defense industry. In this study, a novel model was developed that combines the SF-AHP and SF-TODIM methods due to the uncertainty and hesitancy contained in the evaluation. The validity of the presented novel model has been demonstrated in a prominent defense company in Turkey. According to the results, the most notable digital maturity dimensions are the evaluation of opportunities and alignment with stakeholders. In addition, the model indicates that the company owns the required soft skills, such as leadership, organizational culture, and strategic determination for digital transformation (DT). On the other hand, essential hard skills such as technology and operational competencies are yet to be improved. Lastly, sensitivity and comparison analyses are conducted to validate and verify the obtained results' stability and robustness.

    Selection of alternative fuel taxis: A hybridized approach of life cycle sustainability assessment and multi-criteria decision making with neutrosophic sets

    This study presents a combined application of hybrid life cycle sustainability assessment and multi-criteria decision-making, aiming to further advance an integrated sustainability assessment and decision-making for the selection of alternative-fuel taxis. First, a multiregional hybrid life cycle sustainability assessment model is built to evaluate macro-level sustainability impacts of various vehicle types: conventional gasoline vehicles, compressed natural gas vehicles, hybrid, and battery electric vehicles. Second, considering the subjective nature of the evaluation process, the intervalvalued neutrosophic sets-based analytic hierarchy process is suggested to assess the results obtained from the life cycle model to determine the weight of each evaluation criterion. Then, the technique for order preference by similarity to the ideal solution is used to rank the sustainability performance. Two different charging scenarios are also tested. The results show that solar-powered BEVs are the best in the environmental impacts with the exceptions of water consumption and land use. Solar-powered BEVs are superior in human health impact, while, ICVs are the best in compensation and employment generations. The ranking results reveal that solar-powered BEVs are the best alternatives when all indicators are considered, followed by CNG vehicles. The proposed method provides a practical and life cycle-based decision-making approach to support and prioritize effective policies for more sustainable transportation.

    Risk assessment of corona virus: Implementing hierarchy of hazard control in workplaces

    The novel coronavirus or the other name Severe Acute Respiratory Syndrome coronavirus-2 (SARS-CoV-2), was fi rst identifi ed in Wuhan, China, in December 2019 among a group of patients that have the same symtoms of viral pneumonia. Due to the socio-economic factors in Zhuhai, Wuhan and globalization have also accelerated the spread of infectious diseases to the other parts of China and the world [1,2], The World Health Organisation (WHO) declared Covid-19 a public health emergency of international concern as of 1 February 2020 and epidemic as pandemic on 12 March 2020. The virus spreads very rapidly and globally, as of 25 February 2021, there have been more than 113 million confi rmed cases of Covid-19, including more than 2.5 million deaths, reported to WHO. Although initation of vaccination have raised hopes of bringing the pandemic under control, the recent news about the mutated variant of the novel coronavirus associated with recent infections make governments and people concerned about the future. WHO is warning that back to old normals is likely to take a long time, possibly several years due to the time required to manufacture and distribute millions of doses of vaccine.

    Ömrünü tamamlamış araçların geri kazanımı için belirsizlik altında ağ tasarımı

    Dünya genelinde doğal kaynakların küçümsenemeyecek boyutlarda tükenmeye başlaması ve yenilenebilmenin mümkün olmadığı bu zamanda, en ufak bir ürünün geri dönüşümünün çevresel faydası çok fazladır. Ömrünü tamamlamış araçların (ÖTA) geri kazanımı çevresel faydasının yanı sıra, içerdikleri geri dönüştürülebilir malzemeler nedeniyle ekonomik faydasıyla da dikkat çeken önemli kaynaklardır. Bu çalışmada, ÖTA için açık döngü tersine lojistik ağ tasarım problemi ele alınmıştır. Ele alınan problemi modellemek için ilk aşamada ağdaki tüm parametreler belirli olarak kabul edilip karma tam sayılı doğrusal programlama modeli geliştirilmiştir. İkinci aşamada ise son kullanıcılardan gelen ömrünü tamamlamış araçların miktarı belirsiz olarak kabul edilip deterministik model iki aşamalı stokastik programlama modeli olarak genişletilmiştir. İlk aşamada model söküm tesisleri ve işleme tesislerinin açılması gibi stratejik kararlar alınmıştır. Stokastik modelin ikinci aşamasında ise modele belirsizlik dahil edilerek toplama maliyetleri, taşıma maliyetleri, işleme maliyetleri gibi kararlar alınmıştır. Geliştirilen her iki modelin uygulaması Türkiye’nin Ankara ilinde yapılmış ve sonuçlar değerlendirilmiştir.

    A Fuzzy integer programming model to locate temporary medical facilities as part of pre-disaster management

    The number and the scale of natural disasters have drastically increased over the last decades. One of the most vital stages of disaster preparedness is disaster response planning, and it plays an important role in limiting material and immaterial consequences, such as those caused by large scale earthquakes. In order to minimize human suffering and death, the aim of establishing a well-designed humanitarian relief chain must be to provide medicine, water, shelter, emergency food and supplies to the affected areas. From a holistic perspective, providing timely first aid and rapid transfer of injured victims to a medical facility is one of the most essential component of such chain. Thus, the location of first aid hospitals must be determined following a careful thought and planning process. This study presents a fuzzy integer programming model to determine the best location of the temporary hospitals which are expected to support extant state hospitals after a major earthquake. This study applies the proposed fuzzy model to the Üsküdar province of Istanbul and identifies optimum number and locations of field hospitals for a severe earthquake scenario.

    ABSTRACT: Green supplier selection, along with the environmental dimension in the supply chain, has attracted great interest both in the academic and institutional framework however, the supplier selection as well as the evaluation the performance of the current supplier affects the performance of the company and is important. In the real life, uncertainties in decision integral part of this process. are things that exist in the nature of decision making. Fuzzy set theory with the linguistic preferences was used to transform subjective decision-maker perceptions into a tangible net value. In this paper, it is proposed an interval type-2 fuzzy TOPSIS approach for green performance evaluation in GSCM. Then, it is applied in the performance evaluati Party Logistics (3PL) providers to validate the presented model.

    Biyoyakıt tedarik zinciri ağ tasarımı çalışmaları için öz düzenleyici haritalar

    Son yıllarda çevre dostu yenilenebilir enerji kaynaklarına ilgi artmaktadır. Ülkemizde Enerji Piyasası Düzenleme Kurumu (EPDK) tarafından, 2013 yılından itibaren benzine ve motorine yerli katkı olarak, oranları her yıl arttırılmak üzere biyodizel ve etanol ilave zorunluluğu getirilmiştir. Bu da yenilenebilir enerji kaynakları için etkin ve optimal yeşil tedarik zinciri ağı tasarımı çalışmalarının yapılmasını gerekli kılmaktadır. Bu bağlamda karar vericiler, ekonomik gelişme sağlayan, çevre hassasiyeti olan ve sosyal refahı sağlayan sürdürülebilir çözümler üretmek için biyoenerji, rüzgâr, güneş, dalga, gelgit vs. gibi yenilenebilir enerjilere odaklanmışlardır Bu çalışmada biyoyakıtların tedarik zinciri ağ tasarımları ile ilgili yapılmış geçmiş çalışmalara yer verilmiş ve çalışmalar; amaçları, karar değişkenleri, kısıtları, kullanılan optimizasyon metodu ve sonuçları açısından analiz edilerek değerlendirilmiştir. İncelenen çalışmalar, yapay sinir ağlarının özel bir çeşidi olan öz düzenleyici haritalar (Self Organizing Maps-SOM) yöntemi kullanılarak kümelenmiş ve literatürdeki boşluklar tartışılmıştır. Literatürün incelemesi ve çalışmaların kümelenmesini içeren bu makale, biyoyakıt tedarik zinciri ağ tasarımı ile ilgili çalışma yapacak araştırmacılar için yol gösterici niteliktedir.

    Risk assessment and mitigation for unmanned aerial vehicles

    UAVs performance is improved, in addition to GPS, they can find routes with artificial intelligence and various techniques, and can fly autonomously. The global UAV market was US$ 25.59 billion in 2018. It is estimated that the market will reach US$70.28 billion by 2029. The first three UAV manufacturers were DCL (USA), Parrot (France) and Yuneec (PRC) and are now being produced in many countries. Aircrafts are exposed to various risks: an aerodynamic stall due to inconsistent sensor readings and inadequate response, hitting a flock of geese or flying objects, pilot being unable to prevent the plane repeatedly nosediving despite following procedures. Therefore, procedures issued by aviation agency for aircraft type certification require an aircraft manufacturer (“applicant”) to demonstrate that its design complies with all applicable agency’s regulations and requirements. Safety risk management is a key component of a safety management system and involves fundamental activities such as identifying safety hazards, and assessing the risks and mitigation. Risk management is an integral component of safety management and involves some essential steps.Take into account any current mitigation measures and assess the seriousness in terms of the worst possible realistic scenario. The risk assessment considered five operational environments; remote, rural, suburban, urban, and congested. Reliability, availability, maintainability, and safety assessment are important study in the development of UAVs. This kind of study is mandatory to increase the reliability of the UAV, its availability, and to reduce repair and maintenance costs.

    Thermal optimization of partitioned electric water heaters for energy conservation

    Optimum design and selection of storage type electric water heaters were analyzed for energy conservation. The thermal performance of a single tank electric water heater is compared with that of partitioned electric water heater for the same average domestic hourly hot water use pattern according to Becker’s profile. Both water heaters have the same volume capacity and total power rating while the temperature of the hot water was kept between 60 and 65oC. It is concluded that a partitioned electric water heater provides more hot water and reduces energy consumption whereas the upper part of the tank has 25% of the total volume and 75% of the total power rating. To evaluate single tank and partitioned electric water heaters transient energy balance equations have been derived and solved. Some assumptions made and thermodynamic properties received to use the evaluate differential equations. To represent water heater models equations required data obtained from literature.

    Efficiency and productivity analysis in Turkish banking sector with data envelopment analysis and malmquist index

    ABSTRACT: The aim of this study is to analyze the efficiency and productivity of 3 public, 6 private and 6 foreign deposit banks operating in the Turkish banking sector with the help of data envelopment analysis and Malmquist index.For this purpose, the efficiency of 15 deposit banks operating in the Turkish banking sector between 2014 and 2018 was measured and whether the efficiency of Malmquist productivity index changed over the years. input-oriented Charnes Cooper and Rhodes (CCR) model was used under the assumption of constant return to scale and 4 input 2 output variables were selected. Inputs in efficiency and productivity measurement are defined as; personnel expenses / total assets (%), total loans / total assets (%), equity / total assets (%), total deposits / total assets (%), outputs are defined as; the earning power of assets (net profit / total assets), the earning power of equity (net profit / equity) (%). The Windows Data Envelopment Analysis Program package program was used in the analysis and brokerage approach was adopted. While 4 banks were active under the Constant Return to between 2014 and 2018, 8 banks were found active under the assumption of Variable Return to Scale (VRS).Inefficient banks; target values were calculated by slacks movement and radial movement values to their original values and it was found that the lambda values calculated by Win4Deap program and which banks are peers. The changes observed in Malmquist total factor productivity, technical efficiency, technological efficiency, pure efficiency, scale efficiency and total factor productivity were analyzed as a whole and decision experienced improvement in the 2016-2017 period.

    Qualifications frameworks in the transition to knowledge community

    In the transition to the knowledge community, the disciplines of knowledge management have necessitated the revision of education and employment issues. As a result, more than 140 countries around world have had to set their national priority to review their own education and employment policies considering the individual developments, community expectations and international practices associated with the “lifelong learning”. The overall goal of Turkish Qualifications Framework (TQF) is to provide an integrated structure which describes and classifies all qualifications available in Turkey, allowing for links such as transfer or progression among qualifications to be determined. Thus, transparency will be improved in education and training systems, which will enable national and international comparability, recognition and validation. TQF will ensure to link all qualifications achieved either at classroom of a school, university, training center, or in a laboratory, workshop and workplace of a research center or company through formal, non formal or informal learning. TQF structure comprises of levels described by level descriptors and supported by qualification types. Qualification types are described through qualification type specifications.

    OHS Problems of Migrants in Turkey and the Order of Importance: Pareto Analysis

    In Turkey, no studies have been conducted on the listing of the Occupational Health and Safety (OHS) problems of legal and illegal migrant workers, especially of Syrian origin, in the order of importance and the need to address solution suggestions according to this order. This study aims to list the OHS problems of migrants, refugees, asylum-seekers, migrants under international protection, and irregular migrants employed in the production and service sectors in the order of importance and show their e ect on solutions. The 40-item list of problems created by performing the literature review was weighted with the expert opinions of stakeholders related to migrants in Turkey, namely, universities, migrant NGOs, Syrian academicians, government units, migrant workers, and OHS specialists, and checked using Pareto analysis. In the table created by experts through the evaluation and weighting of the problems obtained from the literature review, the first eight questions (20%) constituted 79%, the next 12 questions (30%) constituted 16%, and the last 20 questions (50%) constituted 5%. When the first eight problems are analyzed, it is observed that the OSH problems of migrants are caused by the laws that are not enacted, the fact that the state institutions ignore migrant workers, and that migrant workers are completely vulnerable to OSH risks. Afterward, the same expert team was asked about solution proposals within the scope of the existing problems, and they were put in the order of importance via Pareto analysis. In Turkey, there is no law or legislation regarding OHS legislation for migrant workers. Migrant workers experience serious security and health problems. The state especially ignores illegal migrant workers. Illegal migrant workers are deprived of their security rights and the right to access health care. It is observed that 80% of the migrant workers’ problems will be resolved when the most important eight problems identified are resolved.

    A Novel Project Risk Assessment Method Development via AHP-TOPSIS Hybrid Algorithm

    In project planning, risk assessment method plays vital role. Poorly assessed project risks cause degeneration at project cost, project completion time, and project output quality and project scope. Each project activity risk influence these project success factors. Implementation performance of a project activity triggers or smooth of its successor’s activity risks. Because of this; employing robust and detailed risk assessment methods is important to reach those project goals. In project risk assessment literature, when it is investigated, it is noticed that risk assessment and evaluation methods are only developed at whole project level. Actually, they are not comprehensive enough to evaluate the project risks at activity level. Besides that traditional risk assessment methods such as risk matrix does not able analyze project risk quantitatively. With this motivation, main aim of this study is developing a multi-criteria based decision method which prioritizing project risks at activity level. AHP and TOPSIS method are combined to developed novel method. In this hybrid method, Constructing AHP model is to prioritize work packages with respect to relative importance of project time, project output quality and project cost. Broken down structure of these work packages are used as input for weighted criteria for TOPSIS method. In second layer of this decision method, TOPSIS model is used for prioritizing predetermined activity risks according weighted project work packages success criteria. In the application of this method, a case study approach is followed. In this sense, “Global Furniture Ltd.” which is established in Istanbul, Turkey is chosen as a case to apply newly developed model. Results showed that application of AHP-Stochastic TOPSIS Hybrid Algorithm provides a platform that project risks could be analyzed as quantitative and also at project activity level.

    A study on shopping malls performance criterias analysis using AHP method

    In recent years, with the increase in the number of shopping centers and consumer expectations, comprehensive research on the performance evaluation of shopping centers has started to be needed. In the performance evaluation process, it is very important to determine the correct measurement criteria. In this study, the performance measurement criteria were determined by reviewing the literature and interviewing experts and managers in the shopping center sector. In the next step, the Analytical Hierarchy Process (AHP), a multi-criteria decision making (MCDM) method, was used to determine the significance levels of these criteria and a new performance index model was hereby developed. The proposed method consists of a total of 140 criteria including six main criteria (green building, investors, visitors, tenants, shopping mall turnover, and social life) and 134 sub-criteria. As far as we know, this study is the first to propose a model for measuring the performance of shopping malls.

    Uygulamalı mesleki eğitim: sorunlar ve öncelikli konular

    Bu çalışmada işgücünün yeterliliklere ulaşması, işgücünün yeterliliklere göre dağılımının yıllara göre değişimi ve iş dünyası tarafından kurulan derneklerin raporlarında incelenen okul terk oranları ele alınmıştır. TÜİK’ e göre 2014 yılında iş piyasasında okur-yazar olan lise altı seviyede 16,1 milyon (%56) çalışan mevcuttur. Ortaöğretimden ve yükseköğretimden mezuniyet oranları oldukça düşük olduğundan işgücü piyasasındaki bu profilin değişiminin çok uzun süreceği, bu bağlamda yaygın eğitim kurslarının niteliklerinin iyileştirilmesinin gerektiği açıklanmıştır. Centre européen pour le developpement de la formation professionnelle (CEDEFOP)' un raporunda işgücü yeterliliklerine ait projeksiyon çalışması ve Avrupa Komisyonunun mesleki eğitimle ilgili raporlarında kalite güvencesinin önemine ait açıklamaları incelenmiştir. Uygulamalı mesleki eğitim olarak işyeri tabanlı öğrenmenin öne çıkarılması gerektiği, bu konuda UMEM Projesinin geliştirilerek çalışanların da eğitilmesinin önemi ve kalite güvencesi kapsamında başarılı bir işyeri eğitimi ve işyeri tabanlı öğrenme için yapılması gerekenler açıklanmıştır. İstanbul Ticaret Odası (İTO) anket çalışması ile iş dünyası tarafından kurulan derneklerin raporları birlikte değerlendirilerek sorunlar ve öncelikli konular tespit edilmiştir.

    İnsan kaynaklarının geliştirilmesi ve umem projesi

    Türkiye’nin orta gelir tuzağından çıkışını sağlayacak önemli iki etkenden birisi ileri teknoloji kullanımı, diğeri de insan kaynaklarının geliştirilmesidir. İş piyasasında 25.544.000 çalışanın takriben %57,5 u orta öğretimi terk edenlerden oluşmaktadır. İstihdam edilen ve işsizler içinde orta öğretimi terk edenlerin nüfusu 15,6 milyon civarındadır. Uzmanlaşmış Meslek Edindirme Merkezleri (UMEM)” isimli proje kapsamında sadece işsiz kişilere uygulamalı eğitim ve işbaşı eğitim (staj) imkânı sağlanmaktadır. Bu makalede işverenlerin istihdam ettiği insan gücüne uygulamalı eğitim sağlamasının UMEM Projesi kapsamına alınması teklif edilmektedir. İnsan kaynaklarının niteliğinin yükseltilmesiyle ürün ve hizmet kalitesi arttırılacak ve mevcut ekonomik konumdan bir sıçrama yapılabilecektir. Bireylerin bilgi ve beceri kazanımlarını gösteren belgelerin Türkiye Yeterlilikler Çerçevesine girebilmesini sağlamak için Mesleki Yeterlilik Kurumu (MYK) tarafından hazırlatılan Ulusal Meslek Standartları ve Mesleki Yeterlilikler veya bunları kazandıracak birim yeterlilikler şeklinde hazırlanması ve bu süreçlerin kalite güvencesinin sağlanması önerilmiştir.

    Türkiye’de istihdam ve mesleki eğitim ilişkilerinin geliştirilmesi

    Bu çalışmada Türkiye’de istihdam ve eğitim ile ilgili faaliyetler incelenmiştir. Eğitim ve istihdam ile ilgili kuruluşlar birbirindan bağımsız olarak yürüttükleri çalışmalarını son 5-6 yıldan beri birlikte ve geniş paydaş katılımı ile ele almaktadırlar. Bu çerçevede strateji planları, eylem planları, raporlar, protokoller, tedbirler gibi bir çok çalışma yapılmıştır. Çalışma ve Sosyal Güvenlik Bakanlığı koordinasyonunda başlatılan geniş katılımlı toplantılarda bu belgeler değerlendirilmiş ve "İstihdam ve Mesleki Eğitim İlişkisinin Güçlendirilmesi Eylem Planını" hazırlanmıştır. Bu bağlamda yapılan ve yapılabilecek konular incelenmiş ve önerilerde bulunulmuştur.
