Kurumlar hem içerde hem de dışarıda kendilerini etkileyebilecek sosyal, siyasal, ekonomik, kültürel sorunlara yönelik olarak stratejik yanıtlar üretmek zorundadırlar. Sorun yönetimine tarihsel serüveni açısından bakıldığında, kurumları sorunları yönetmek zorunda bırakan temel dinamiklerin toplumsal çatışmalar, örgütlenme ve risk yönetimi olduğu görülmektedir. Günümüzde hızla gelişen ve değişen bu alanlarda, sorun yönetimi paradigması da giderek daha önemli bir rol üstlenmektedir. Bu gerçekten yola çıkılarak çalışmada sorun ve sorun yönetimi terimleri kavramsal açıdan irdelenmiş, sorun yönetimi sürecinin temel aşamaları üzerinde durulmuştur. Sorun yönetimi konusunda profesyonel bir üyelik organizasyonu olarak çalışan ve bu konuda ödüller veren Sorun Yönetimi Konseyi’nin (Issue Management Council-IMC) W. Howard Chase Ödülleri kategorisinde değerlendirilen ve başarılı bulunan şirketlerin, sorun yönetimiyle ilgili örnek olaylarına yer verilmiştir.Issue Management is defined as activating, coordinating, and management capacity for public relations skills and all strategic and political planning functions in order to provide a contribution to the establishment of public policies that affect institutions. Institutions have to provide strategic reactions for social, political, economic, and cultural issues that may affect them both inside and outside. When Issue Management is considered in terms of historical development, the level of awareness and consciousness increased in communities together with the changes in socio-political dynamics that started in 1960’s, and it is observed that public opinion is raised about subject matters such as human rights, consumer rights, the protection of the environment and it resulted in the increase of demands and expectations of communities from institutions. Institutions which are organized as open systemshave to consider all changes that take place in their internal and external environments and have to take into account the requests of the public from them. The researches conducted in this respect reveal that the pressure from the environment threaten the existence of institutions. Therefore, institutions have to interact with other systems in the society so that they can maintain their existence and provide a two-way flow of information. In this context, it is important to track the environmental changes and to consider the environmental expectations, in terms of identifying the trends in the society before the issue appears. While the concept of issue that can affect the operation and activities of institutions is defined as “an unresolved problem that is ready for decision-making”, trends are defined as “detectable and perceivable changes” (Hearit, 2005, p.123).Post, Lawrence and Weber (2002, p.35) explain the basic stages as a public issue gets maturebased on “issue life cycle model”. Issue life cycle consists of four stages such as the changing expectations of partners, political action, official government action and legal practice. These stages which relate to the development of the issue can be considered as early warning signals. For instance, people can object to the fact that researches are conducted on monkeys or ratsat a local university. Employees can claim that they have been poisoned from the company meal or from the chemicals they inhaled which are used in the production process. In any case, these complaints should be considered as early warnings that have to be studied closely by the company management. Thus,it is possible for the managers to predict the issues that are about to develop and to resolve them before they turn into crisis.
