Afet sonrası yardım faaliyetlerine yönelik gereken malzemelerin önceden temini ve depolanması faaliyetleri afet yönetimi açısından büyük önem arz etmektedir. Bu çalışmada, afet lojistiği kapsamında ihtiyaç noktalarına ilaç, su, battaniye vb. acil yardım malzemelerinin en kısa sürede ulaştırılması için kurulacak lojistik depolarının yer seçimi problemi ele alınmıştır. Önerilen model iki aşamadan meydana gelmektedir. İlk aşamada, tüm afetzedelerin taleplerinin belirli bir hizmet düzeyinde karşılanabilmesi için küme kapsama problemi modellenmiştir. İkinci aşamada ise, ilk modelin sonuçları kullanılarak, ağırlıklı mesafe minimizasyonu amaçlı, p-medyan problemi modellenmiştir. Önerilen model İstanbul ilinin Ümraniye ilçesinde afet yönetimi kapsamında lojistik depolarının yer seçimi problemine uygulanmıştır.Lately natural disasters have presented the importance of disaster preparedness. Post-disaster relief activities have great importance in terms of first aid supplies and storages. In this study, the scope of the disaster logistics, we addressed facility location problem in order to delivery emergency relief supplies (water, blankets, drugs etc.) to demand points as soon as possible. The presented model consist of two stages. In the first stage, set covering problem is handled to meet the demands of all the victims at a certain service level. In the second stage, using the results of the first model, aimed at minimizing the weighted distance, p-median problem is developed.
