Yaşanan bu afetlerin insanlık üzerinde yarattığı ağır hasar ve tahribatın en aza indirilmesi için ihtiyaç duyulan en önemli unsur iyi bir afet lojistik yönetimidir. Afet lojistik yönetimi felaketin yaşandığı sahalara doğru ürünlerin, hizmetlerin ve ilgili bilgilerin aktarılması sürecidir. Afet lojistik yönetim sürecinin planlı ve sistematik şekilde yürütülebilmesi ve afet lojistiğinde geleceğe yönelik ön görülerin, planlamaların ve kestirimlerin oluşturulabilmesi için değerlendirilmelerin yapılması gerekmektedir. Değerlendirmeler neticesinde dersler alınmalı ve geri beslemeler oluşturulmalıdır. Amaç: Bu doğrultuda mevcut çalışmanın ana amacı afet bölgelerinde karşılaşılan en önemli problemlerin neler olduğunun anlaşılması ve problemlerin çözümünde etkin ve verimli bir şekilde kullanılması gereken temel başarı etkenlerinin tanımlanmasıdır. Yöntem: Çalışmada, ‘’Afet lojistik yönetim sürecinde temel başarı etkenleri nelerdir?’’ sorusuna cevap aranmaktadır. Daha önce bu alanda yapılan çalışmalar ile ilintili olarak yayınlanan kitap, rapor ve makalelerden elde edilen bilgiler ile literatür analizi sunulmaktadır. Özgünlük: Çalışmanın Bartın ili ve sel felaketi özelinde gerçekleştirilmiş olması özgün yönünü oluşturmaktadır. Bulgular: Çalışmalar incelendiğinde, afet lojistik yönetim süreci ile temel lojistik yönetim süreçleri arasında ciddi benzerlikler olmasına rağmen esaslı yönlerden ayrıldıkları da görülmektedir. Afet lojistik yönetim süreci her anlamda kritik eylem ve faaliyetlerin gerçekleştirildiği zorlu bir süreçtir. Ortaya çıkan tüm zorluklara rağmen temel başarı etkenleri bu sürecin en doğru şekilde yürütülmesinde aktif rol oynamaktadır.The number of disasters in our world is increasing day by day. The most important element needed to minimise the heavy damage and destruction caused by these disasters on humanity is a good disaster logistics management. Disaster logistics management is the process of transferring the right products, services and relevant information to the disaster areas. In order to carry out the disaster logistics management process in a planned and systematic manner and to create foresight, planning and predictions for the future in disaster logistics, evaluations should be made. As a result of evaluations, lessons should be learnt and feedbacks should be created. Objective: Accordingly, the main objective of the present study is to understand the most important problems encountered in disaster areas and to define the basic success factors that should be used effectively and efficiently in solving the problems. Method : In the study, an answer to the question "What are the main success factors in the disaster logistics management process?" is sought. Literature analysis is presented with the information obtained from books, reports and articles published in relation to the previous studies in this field. Originality: The fact that the study was carried out specifically for Bartın province and the flood disaster creates a unique aspect. Findings: When the studies are analysed, it is seen that although there are serious similarities between disaster logistics management process and basic logistics management processes, they also differ in fundamental aspects. Disaster logistics management process is a challenging process in which critical actions and activities are carried out in every sense.
